Property Registration in Gurugram: Steps, NDC and Documents
Contents

Signing a sale agreement is not the same as owning the property. In Haryana, ownership passes on paper only when the sale deed is registered at the sub-registrar’s office. This guide walks through the property registration process in Gurgaon in order. The same state system also applies in Faridabad. We cover the property-tax No Dues Certificate (NDC), the Section 7A NOC where it applies, the e-stamp, the appointment, the office visit and mutation.

Rules here have changed twice in the past year. Where something is still settling, this article says so. Treat it as a planning guide. Your advocate or deed writer should confirm the final checklist for your specific property.

What has changed recently

Two changes matter most for anyone registering a property in Gurugram or Faridabad today.

  • Paperless registration. Paperless deed registration became mandatory across all 22 districts of Haryana from 1 November. That date was 1 November 2025. It runs on the state’s online e-registration portal.
  • Registration 2.0 and auto mutation. Haryana launched the Auto Mutation System and Paperless Registration 2.0 on 23 June 2026. A separate mutation application is no longer needed after registration, and Aadhaar-based e-KYC is mandatory for both parties.

Because the system is new, some screens, fees and the order of steps may differ from older blog posts. Check the portal when you start.

The process at a glance

  1. Check the seller’s title and clear municipal dues. Get the NDC.
  2. Find out whether a Section 7A NOC applies to your property.
  3. Fill in the sale deed online and complete Aadhaar e-KYC.
  4. Pay stamp duty and the registration fee (e-stamp).
  5. Book the sub-registrar appointment.
  6. Visit the office with both parties and two witnesses for biometrics and signing.
  7. Download the registered deed and track mutation.

Step 1: Verify the title and get the property-tax NDC

What an NDC is

Property tax in Gurugram is an annual levy collected by the Municipal Corporation of Gurugram (MCG). The NDC is a digitally signed document confirming that all dues on the property have been cleared.

It is a dues certificate only. One guide points out that it says nothing about ownership, encumbrance or litigation. You still need to check the title chain and any loans on the property separately.

Is the NDC compulsory?

We could not find the official notification itself, so we will not state a rule number. Several guides say the registry file does not move in Haryana’s municipal towns without it. They list registering a sale deed, municipal mutation and loan sanction or disbursal as the usual occasions it is asked for. In practice, treat it as essential.

How to get it

The NDC system runs under the Directorate of Urban Local Bodies at property.ulbharyana.gov.in. It covers municipal towns across the state, including Gurugram and Faridabad.

  1. Log in with your mobile number and OTP, and find the property using its Property ID (PID).
  2. Check that the details on record are correct and self-certify them. The certificate becomes available only when all dues linked to the PID are cleared and the details are current and self-certified.
  3. Choose the pay-all-dues option, pay online and generate the NDC. The portal shows tax, fire tax and any arrears before you pay.

If the portal shows wrong data, such as a wrong name or area, there is an objection route on the portal. One guide says objections are typically processed in 10–15 working days. That is a single-source estimate, so ask the sellers to start early.

Why sellers should not delay

Non-payment of property tax on time attracts interest of 18 per cent a year. As a simple illustration, ₹10,000 left unpaid for a full year would add about ₹1,800. The exact computation is on the portal.

Step 2: Check whether a Section 7A NOC applies

This one is often confused with the NDC, but it is a different thing. One is tied to planning control under Section 7A in notified areas. The other is a municipal no-dues clearance.

Section 7A of the Haryana Development and Regulation of Urban Areas Act, 1975 restricts registration of sale, gift or lease of small land parcels in notified urban areas without a No Objection Certificate from DTCP. The aim is to prevent unauthorised colonisation and fragmentation of land.

In plain terms, this is mainly a concern for small plots and part-land sales, not for a flat in an approved project. One law firm lists these cases as exceptions: blood-relation transfers, CLU, licensed colonies, regularised colonies and land above 1 acre. Exact conditions vary, so ask your advocate whether your land falls in a notified area and whether an exception applies.

Do not try to dodge the NOC by calling a sale something else. Authorities noticed parties using exchange or transfer deeds to avoid the NOC. A transaction that looks like a sale in substance may still get scrutiny.

Point Property-tax NDC Section 7A NOC
Issued by Urban local body (e.g. MCG), via the ULB portal DTCP (town planning)
What it confirms No municipal dues on the Property ID The transaction is not barred under Section 7A
Who usually needs it Properties in municipal areas, including flats and houses Mainly small plots or land parcels in notified areas
Can both apply? Yes. In an urban area where 7A applies and the plot is under 1 acre, both may be relevant.

Step 3: Prepare the deed and documents

Under the new system, deeds are filled in on the official portal. Users verify identity with OTP, complete sale deed forms with guided help, upload documents and track the application by SMS. You may fill in the deed yourself or use deed writers, advocates or designated help desks. If a party cannot attend in person, such as an NRI, they can now appoint more than one representative.

A typical checklist includes:

  • Draft sale deed details (buyer, seller, property description, price).
  • Identity proof for buyer, seller and both witnesses. Photographs of the buyer and seller and two witnesses with ID are also needed.
  • PAN, which is mandatory above a prescribed transaction threshold.
  • Proof of the seller’s ownership: a previous sale deed, mutation extract or Jamabandi record.
  • The NDC and, where applicable, the 7A NOC.
  • For apartments, builder or society papers such as an allotment letter and no-dues from the society. Ask which ones your project needs.

Carry originals and photocopies. Aadhaar-linked mobile numbers help, since e-KYC is now mandatory for both parties.

Step 4: Pay stamp duty and the registration fee

Stamp duty in Haryana depends on location and the buyer’s gender. In urban areas, male buyers pay 7% and female buyers pay 5%. Joint ownership attracts 6% in urban areas. It is calculated on the higher of the circle rate or the agreement value.

The registration fee is less clear-cut. Most sources say 1%, capped at ₹50,000. One guide describes it as 1% with a ₹1,000 minimum and no cap. Use the portal’s calculator to confirm before you budget.

Worked example 1: a ₹80 lakh flat in Gurugram

Buyer type Stamp duty Registration fee (₹50,000 cap) Total
Male 7% = ₹5,60,000 ₹50,000 ₹6,10,000
Joint (male and female) 6% = ₹4,80,000 ₹50,000 ₹5,30,000
Female 5% = ₹4,00,000 ₹50,000 ₹4,50,000

The difference between a male-only and a female-only purchase is ₹1,60,000. If the fee is uncapped, 1% of ₹80 lakh would be ₹80,000, so add ₹30,000 to each row.

Worked example 2: when the circle rate is higher

Say you agree a price of ₹70 lakh, but the circle-rate value for the property works out to ₹90 lakh. Duty is charged on ₹90 lakh. For a male buyer that is 7% × ₹90,00,000 = ₹6,30,000, against ₹4,90,000 on ₹70 lakh. That is an extra ₹1,40,000 you would not see in the agreement price.

Women’s rates and any other concessions can change with budget announcements. Confirm the current rate on the portal on the day you pay.

How you pay

Payment goes through Haryana’s e-GRAS portal. The order on screen has shifted between versions. In one portal walkthrough, the sub-registrar approves the deed first, then pending stamp duty is paid and a slot is chosen. Older guides say the e-stamp comes before the appointment. Follow whatever the portal shows.

Step 5: Book the appointment

After the deed is approved and the payment is done, you choose a date and time. Download and print the appointment slip and carry it to the sub-registrar’s office.

Slots at busy offices can fill up. Reports mention priority “tatkal” slots, but the news reports we found describe them as being introduced. We could not confirm the fee or availability, so check the portal for the current position.

Which office? Registration takes place at the sub-registrar’s office with jurisdiction over the property. That means the office where the property is situated. Gurugram and Faridabad properties go to their own district offices.

Step 6: The sub-registrar visit

This is the one in-person step. Plan for the following:

  • Who attends: the buyer, the seller and two witnesses.
  • What happens: The office verifies documents and identity, with fingerprint scan and photograph.
  • What to carry: original ID, the appointment slip, the NDC, any NOC and payment receipts.
  • Signing: buyer, seller and witnesses sign the sale deed in front of the sub-registrar.

The deed is then registered in the state’s system. Many guides say it takes the same day, but we could not find an official turnaround time.

Go early on the day and keep phones charged for OTPs. If anyone is missing, the registration usually cannot go ahead that day.

Step 7: Download the deed and track mutation

Keep a digital copy of the registered deed. A signed copy can be downloaded from the unified portal via Verifiable Copy of Nakal or through the Jamabandi portal using your registry number.

Then deal with mutation, which is the update to government records. A registered sale deed makes you the legal owner, while mutation makes the revenue department agree. In June 2026 Haryana switched on auto-mutation, which covers sale, gift, family transfer and mortgage with possession.

What the government says it will deliver:

  • Cases without partition of joint records are approved within 24 hours, and partition cases within 10 days.
  • Mutation documents can be downloaded online from home.

These are stated targets of a system only a few months old. Check your status online rather than assuming it is done. Also confirm whether your flat or house needs an update in the municipal (property-tax) record. That is a separate record from the revenue mutation. Update the owner’s name and Property ID details there, since future NDCs depend on them.

Remember, auto mutation does not prove clean title by itself. Do the title checks before you register, not after.

Mistakes to avoid

  • Starting the NDC on registration week. Wrong data or old dues can take time to fix.
  • Budgeting only on the agreement value and ignoring the circle rate.
  • Assuming an NDC proves ownership. It only shows municipal dues are cleared.
  • Skipping the 7A question for a small plot.
  • Not checking mutation status after registration.

If you are still choosing a property

Registration costs are about 8% of the value for a male buyer, so factor them in before you shortlist. You can read the Gurugram locality guide or browse new projects in Gurugram. If Faridabad is on your list, see the Faridabad guide and new projects in Faridabad. This article is general information, not legal advice. Confirm rules, fees and documents with the sub-registrar’s office or a qualified advocate.

Frequently asked questions

What is the stamp duty for property registration in Gurgaon?

For urban areas of Haryana, sources list 7% for male buyers, 5% for female buyers and 6% for joint ownership, charged on the higher of the circle rate or the agreement value. Confirm the current rate on the state portal before paying, since concessions can change.

Is online registration mandatory in Gurugram?

Yes. Paperless deed registration became mandatory across all Haryana districts from 1 November 2025, with Gurugram in the final phase. Registration 2.0 followed on 23 June 2026, with mandatory Aadhaar e-KYC for both parties.

What is an NDC and where do I get it?

An NDC (No Dues Certificate) confirms that municipal dues on a property have been cleared. You generate it on the Haryana ULB portal at property.ulbharyana.gov.in after paying dues and self-certifying the property details.

When is a Section 7A NOC needed?

It applies to registration of small land parcels in areas notified under Section 7A of the Haryana Development and Regulation of Urban Areas Act, 1975, unless an exception applies. It is mainly a plot or land issue, so ask your advocate whether your property is affected.

Do I have to visit the sub-registrar's office?

Yes, at least once. The buyer, seller and two witnesses normally attend for biometric verification and signing. Reports say people unable to attend, including NRIs, can now appoint more than one representative.

Do I need to apply separately for mutation after registration?

Under the auto mutation system launched in June 2026, no separate application is needed for sale deeds. Track the status online and download the mutation record when approved.

Is the process different in Faridabad?

The state rules, stamp duty rates and portals are the same. The main difference is that you register at the sub-registrar's office with jurisdiction over the property, and the NDC comes from the Faridabad entry on the same ULB portal.
