Stamp Duty in Gurugram and Faridabad: Registration Charges Explained

Contents
Stamp duty and registration charges are usually the biggest cost on top of the price of a home in Haryana. They are also the cost buyers most often get wrong. If you are buying in Gurugram or Faridabad, three things decide your bill: who is on the sale deed, whether the property sits inside municipal limits, and which value the registry office uses. That value is either your agreement price or the government’s circle rate.
This guide covers all three, plus the registration-fee slabs and worked examples. Figures are checked against published sources as of 20 October 2026. Rates and circle values can change, so confirm the final numbers with the Sub-Registrar or a lawyer before you pay.
Stamp duty Gurgaon and Faridabad: the rates at a glance
Gurugram and Faridabad follow the same Haryana schedule. The urban rates apply in municipal corporation and municipal council areas, a list that includes both Gurugram and Faridabad. The rate for a sale deed depends on the buyer’s gender and on whether the property is inside or outside municipal limits.
| Where the property is | Male buyer | Female buyer | Joint (male + female) |
|---|---|---|---|
| Inside municipal limits (urban) | 7% | 5% | 6% |
| Outside municipal limits (rural) | 5% | 3% | 4% |
This matches the schedule published by Godrej Capital’s guide, which also notes that these rates apply to the higher of the declared agreement value or the circle rate.
The rates have not changed in recent years. Haryana’s Chief Minister said in 2025 that since 2008 the duty has been 7% for men, including a 2% development fee, and 5% for women. We did not find any 2026 notification changing them.
One caution: a few websites still show 8% and 6% for urban sales. For example, one 2026 lender blog lists 8% urban and 6% rural for male buyers. That does not match the state’s own description above, so check at the registry office if a quote looks different.
Men, women and joint buyers
Haryana gives women a 2-percentage-point concession. It applies when the property is executed in favour of a woman. A male and a female buyer on the same deed pay the middle rate, 6% in urban areas and 4% in rural areas.
Other joint combinations are less clearly documented. One guide lists female-female joint buyers at 5% and male-male joint buyers at 7% in urban areas. We could only find this in a single source. An older fee schedule we came across describes the joint rate as applying to equal shares. Ask the Sub-Registrar how your exact ownership split will be treated before you finalise the deed.
Registering a home in a spouse’s name can also have income-tax consequences. One Haryana guide advises discussing income clubbing under Section 64 with a CA before structuring the purchase around the gender concession.
Inside or outside municipal limits
Most apartment projects you will see in Gurugram and Faridabad sit inside municipal limits and pay the urban rate. Properties in rural or panchayat areas pay the lower 5%, 3% and 4% rates. Do not assume either way. Check the status of the specific location on the sale papers or with the registry office. The difference is 2 percentage points of the value, which is large on a big purchase.
Registration fee: a slab, not a flat percentage
Stamp duty is separate from the registration fee. Many calculators show a flat 1% for Haryana, but that is not how the fee works. The fee rises in steps and stops at ₹50,000 for anything above ₹90 lakh. Square Yards specifically warns that flat-1% calculators are wrong.
One published slab table, from 99acres, looks like this:
| Property value | Registration fee |
|---|---|
| Up to ₹50,000 | ₹100 |
| ₹50,000 – ₹1 lakh | ₹500 |
| ₹1 – 5 lakh | ₹1,000 |
| ₹5 – 10 lakh | ₹5,000 |
| ₹10 – 20 lakh | ₹10,000 |
| ₹20 – 25 lakh | ₹12,500 |
| ₹25 – 30 lakh | ₹15,000 |
| ₹30 – 40 lakh | ₹20,000 |
| ₹40 – 50 lakh | ₹25,000 |
| ₹50 – 60 lakh | ₹30,000 |
| ₹60 – 70 lakh | ₹35,000 |
| ₹70 – 80 lakh | ₹40,000 |
| ₹80 – 90 lakh | ₹45,000 |
| Above ₹90 lakh | ₹50,000 |
That table comes from 99acres’ property registration guide for Haryana. Some other sites print slightly different boundaries in the middle bands. For example, Square Yards shows ₹15,000 for ₹25–40 lakh. The top slab of ₹50,000 above ₹90 lakh is consistent across the sources we checked. Treat the middle rows as indicative and confirm your exact figure on the e-registration portal.
The fee is the same whoever the buyer is. Registry charges do not vary by gender or location. Because of the cap, the registration cost stops growing at the high end even though stamp duty keeps climbing. Small extras such as e-fees or pasting charges come on top. We could not verify a current figure for these, so budget a little extra.
The circle-rate basis: what your duty is really charged on
In Haryana, circle rates are called collector rates. They are the minimum property value used for registration, set for each neighbourhood and notified by the Deputy Commissioner.
Duty is not charged on what you negotiated if that is lower. Haryana charges stamp duty on whichever is higher: your actual sale price or the collector rate. The registration slab uses the same base value.
How the collector-rate value is worked out
- Flats: the collector rate for the area is multiplied by the built-up area. Some sources quote the rate per square foot and others per square metre or yard, so check the unit on the notified schedule.
- Plots and independent houses: the value is the land rate times plot area, plus a construction element that is adjusted for the age of the building.
Collector rates are published by the district administration. You can check them on the Haryana Jamabandi website. Use the official schedule rather than a broker’s figure.
Gurugram: the 2026–27 revision
The 2026–27 collector rates took effect on 1 April 2026. The changes were uneven. Residential, commercial and agricultural categories mostly rose 15–30%, and some areas rose by as much as 75%. The Deputy Commissioner said about 51% of the district’s area saw no change. Dwarka Expressway and the Southern Peripheral Road saw the steepest hikes.
To see the effect, one analysis gave this illustration. A 300 sq yd plot in an SPR sector went from a circle value of about ₹1.75 crore to about ₹2.54 crore, so the minimum duty at 7% rose from roughly ₹12.3 lakh to ₹17.8 lakh. That is only an example. Your own figure depends on the sector and property type.
Do not assume rates stay fixed for the whole year. Revised 2025–26 rates came into force on 1 August 2025, partway through the financial year. Whether and when the next revision happens has not been confirmed, so check again close to your registration date.
Faridabad: what to check
For Faridabad, The Tribune reported a draft proposal for 2026 with hikes of 15% to 75% across residential, commercial and agricultural categories. The district website lists a document titled Final Collector Rates for 2026–2027. We could not verify the final percentage changes for individual sectors. Open the district document for your locality and compare it with your agreement value.
Collector rates are often below market prices. The Haryana Chief Minister acknowledged that collector rates remain below actual market prices in most areas. For many new flats, then, the agreement value is the higher figure and sets the base. Do not count on that, though. A resale in a fast-rising sector, or a negotiated discount, can leave you paying duty on the circle value.
Worked examples with numbers
The circle rate used below is illustrative, not an official rate for any sector. Replace it with the notified figure for your locality.
Example 1: Urban flat, agreement value above the circle value
A 1,500 sq ft built-up flat inside municipal limits. Assumed circle rate: ₹7,000 per sq ft, so the circle value is ₹1,05,00,000. Agreement value: ₹1,20,00,000.
The higher figure, ₹1.2 crore, is the base. The registration fee falls in the top slab, ₹50,000.
| Buyer | Stamp duty | Registration fee | Total |
|---|---|---|---|
| Man (7%) | ₹8,40,000 | ₹50,000 | ₹8,90,000 |
| Joint, man + woman (6%) | ₹7,20,000 | ₹50,000 | ₹7,70,000 |
| Woman (5%) | ₹6,00,000 | ₹50,000 | ₹6,50,000 |
The woman-only deed costs ₹2,40,000 less than the man-only deed. Small extra fees are not included.
Example 2: Circle value higher than the agreement value
The same flat has an agreement value of ₹90,00,000, below the ₹1.05 crore circle value. A male buyer pays duty on ₹1.05 crore: 7% × ₹1,05,00,000 = ₹7,35,000. On the agreement value alone it would have been ₹6,30,000. That is about ₹1,05,000 extra duty. The registration fee on a base above ₹90 lakh is ₹50,000.
Duty cannot be avoided by agreeing a lower price. A lower price only helps if it stays above the circle value.
Example 3: Urban versus rural at ₹60 lakh
Take a ₹60 lakh property whose value is above its circle value. At ₹60 lakh the 99acres slab above gives a registration fee of ₹30,000. Because the slab boundaries differ slightly between sources, treat this fee as indicative.
| Buyer | Urban: duty + fee | Rural: duty + fee |
|---|---|---|
| Man | ₹4,20,000 + ₹30,000 = ₹4,50,000 | ₹3,00,000 + ₹30,000 = ₹3,30,000 |
| Joint (man + woman) | ₹3,60,000 + ₹30,000 = ₹3,90,000 | ₹2,40,000 + ₹30,000 = ₹2,70,000 |
| Woman | ₹3,00,000 + ₹30,000 = ₹3,30,000 | ₹1,80,000 + ₹30,000 = ₹2,10,000 |
Location and ownership together can change the bill by ₹2.4 lakh on the same price.
A concession for small scheme plots
There is one notable exemption. Haryana announced no stamp duty on registration of residential plots up to 50 sq yd in urban areas and 100 sq yd in rural areas allotted under three housing schemes. The waiver took effect on 28 August 2025. It is limited to plots allotted under those schemes. It does not cover ordinary market purchases of small plots or flats, so ask the registry office whether your case qualifies.
Practical checklist before you register
- Confirm the location status. Is the property inside municipal limits? It sets the rate.
- Decide the ownership structure early. Sole, joint, male or female ownership changes duty. Check the tax implications with a CA.
- Look up the notified collector rate for your locality and property type on the official Jamabandi website or district page. Calculate the circle value yourself.
- Compare it with the agreement value and use the higher number for your budget.
- Keep the cash ready. Most banks do not pay stamp duty as part of a home loan, so arrange the money separately. Check with your lender whether your loan covers it.
- Pay through official channels. Stamp duty is paid by preparing an e-challan on the Haryana eGRAS portal. After you upload documents and pay, the parties go to the Sub-Registrar office for biometric verification.
Planning your purchase in Gurugram or Faridabad
Registration costs vary with location, so it helps to shortlist areas before you do the sums. The Gurugram guide and Faridabad guide give an overview of the main localities. You can also browse new projects in Gurugram or new projects in Faridabad. Each listing’s price is only one input. Add stamp duty, the registration fee and any circle-rate gap to see the real cost.

Frequently asked questions
What is the stamp duty in Gurgaon for 2026?
Inside municipal limits, Gurugram's rate is 7% for a male buyer, 5% for a female buyer and 6% for a male and female buying jointly. Outside municipal limits the rates are 5%, 3% and 4%. We found no 2026 notification changing these rates.
Do women pay less stamp duty in Haryana?
Yes. Women get a 2-percentage-point concession, paying 5% instead of 7% in urban areas and 3% instead of 5% in rural areas. It applies when the property is executed in favour of a woman.
How much is the registration fee in Gurugram and Faridabad?
It is a slab-based fee, not a flat 1%. It rises with the property value and is capped at ₹50,000 for values above ₹90 lakh. The fee is the same for men, women and joint buyers.
Is stamp duty charged on the circle rate or the sale price?
It is charged on whichever is higher. If you agree a price below the collector (circle) rate, duty is still calculated on the collector-rate value.
When did Gurugram's new circle rates come into effect?
The 2026–27 collector rates took effect on 1 April 2026. Most categories rose about 15–30%, some areas rose up to 75%, and about half the district's area saw no change.
Is stamp duty the same in Faridabad as in Gurugram?
Yes. Both follow the same Haryana schedule for sale deeds, so the rates are the same inside municipal limits. What differs is the circle rate for each locality, which sets the value used.
Where can I check the circle rate for my property?
Collector rates are published by the district administration and can be checked on the Haryana Jamabandi website. Faridabad's district website also lists its 2026–27 collector-rate document. Use the official schedule, not a broker's quote.
