About Chandigarh

Overview of Chandigarh

Chandigarh is a union territory and the shared capital of Punjab and Haryana. It covers about 114 square kilometres and had a population of roughly 1.05 million at the 2011 census. Together with Mohali in Punjab and Panchkula in Haryana it forms the "tricity", which is home to more than 1.6 million people.

The city was laid out on a rectilinear grid of numbered sectors, a plan associated with Le Corbusier's team. Its Capitol Complex is a UNESCO World Heritage Site (listed 2016). Most sectors are mainly residential, with Sector 17 as the central market and Sukhna Lake in Sector 1 at the northern edge.

There is no state assembly. The city is run by the central government through an Administrator, a post held by the Governor of Punjab, and the Municipal Corporation handles day-to-day civic services. Land and housing sit with the UT Administration, its Estate Office and the Chandigarh Housing Board (CHB). Building near the city is also shaped by the Punjab New Capital (Periphery) Control Act, which restricts development in a belt around the city. Sources give slightly different dates for that Act, so check its current text before relying on any detail.

Connectivity

Chandigarh is roughly 250 to 260 km north of Delhi (sources differ slightly). Road, rail and air links are good for a city of its size, but there is no metro yet.

ModeWhat to know
AirShaheed Bhagat Singh International Airport (code IXC) is at Jhiurheri in Mohali, about 13.5 km from the city centre, around 30 minutes depending on traffic (ixigo, a single secondary source).
RailChandigarh Junction has six platforms and runs services including the Chandigarh Shatabdi and a Vande Bharat service. A rebuild under the Amrit Bharat Station Scheme costing about Rs 462 crore was reported about 90 per cent complete in 2026. The April 2026 completion target has passed, so the finish date is unconfirmed.
BusChandigarh Transport Undertaking (CTU) runs buses from the ISBTs in Sector 17 and Sector 43. Electric buses operate on some routes, and a further batch under the PM e-Bus Sewa scheme was due to be flagged off at ISBT-43 in February 2026.
MetroNot available. See the infrastructure section below.

Within the city, wide sector roads make car and two-wheeler travel easy. Traffic builds on the roads linking the city to Mohali, Zirakpur and Panchkula at peak hours. If you will commute between the tricity towns, test the actual route at your usual hour before you commit.

Schools, colleges, hospitals and shopping

Chandigarh is a major education and health hub for north India. The names below are the ones we could verify; we have not listed school distances because we could not confirm them from sources.

One caution on health care: a 2026 parliamentary reply reported more than 800 vacant nursing and paramedical posts across PGIMER, GMCH-32 and GMSH-16. Waiting times at the large government hospitals can be long, so many families also use private hospitals in the tricity.

For schools, shortlist by sector, admission rules and the bus route rather than by reputation. Many Chandigarh schools admit by neighbourhood or sibling criteria, so ask each school directly.

Property market on ADiHomes

ADiHomes has no live listings or projects in Chandigarh yet, as of October 2026. We therefore show no prices or rates for the city.

From public sources, housing in the city falls into a few types. Residential plots and kothis on lease from the Estate Office in the older sectors. Flats built by the Chandigarh Housing Board, whose Sector 53 and Sector 54 schemes have been repeatedly revised or delayed, so check the CHB site for current status. Builder floors and cooperative flats. Outside the city, flats and plots are developed under GMADA in Mohali and Zirakpur and under HSVP in Panchkula.

Civic matters

Water

The city draws about 58 million gallons a day from the Kajauli waterworks. The Municipal Corporation plans to raise this to 87 million gallons a day and to convert intermittent supply into 24x7 pressurised supply, partly funded under AMRUT and a French AFD soft loan. A Tribune report gives March 2029 as the expected completion; treat this as a target.

Sewage

The corporation has upgraded several sewage treatment plants, and the large Diggian plant (30 million gallons a day) is run on a long-term operate-and-maintain contract. A plan for treated-water pipelines has been reported. Earlier reports noted that discharge from some plants into Ghaggar tributaries exceeded permitted BOD levels, and a 2026 National Green Tribunal appeal involves the Municipal Corporation and the Punjab Pollution Control Board. We could not confirm what the appeal concerns.

Rain and air

Sukhna Lake's floodgate has been opened many times in recent monsoons, with water flowing along the Sukhna Choe towards the Ghaggar. Low-lying parts of Mohali, Panchkula and Zirakpur have seen flooding, and the corporation has identified about 25 waterlogging-prone spots in the city. Winter air quality can worsen: past reports record "very poor" readings, linked to stubble burning, cold weather and vehicles. Ask residents about monsoon drainage on the specific street.

Tenure

Much city property is leasehold. The 1996 conversion rules allow residential leasehold to be converted to freehold, but conversion has been paused or disputed at times. Confirm current rules and charges with the Estate Office.

Infrastructure underway or planned

  • Railway station rebuild: reported about 90 per cent complete in 2026; completion date unconfirmed.
  • 24x7 water supply and Kajauli upgrade: contract awarded for the waterworks upgrade (Rs 58.61 crore); project target March 2029 per The Tribune.
  • Tricity metro: a RITES draft report favoured a two-coach metro, with Phase I costed at about Rs 10,570 crore. In January 2026 the Administrator publicly doubted its financial viability and asked for study of other cities. Treat it as unapproved.
  • Electric buses: expansion under the PM e-Bus Sewa scheme, with a flag-off planned in February 2026.
  • CHB housing: Sector 54 plan of roughly 1,000 flats has been reported with no confirmed launch date.

Pros and cons

Pros

  • Planned sectors, wide roads and plenty of green space.
  • Strong education and health institutions.
  • Airport, rail and bus links within the city and tricity.
  • Clear single authority for land and approvals.

Cons

  • No metro and an uncertain timeline for one.
  • Limited supply, and leasehold tenure on many properties.
  • Monsoon waterlogging in pockets and poor winter air quality.
  • Government hospitals are stretched by staff shortages.

Who it suits

Chandigarh suits families who value orderly planning, schools and colleges, and government or institutional jobs nearby. It also suits students and staff of Panjab University, PEC and PGIMER, and those who want a quieter city within reach of the Shivalik foothills. Buyers who want more floor area for the money often look at Mohali, Zirakpur or Panchkula, which have their own authorities and rules.

Pre-purchase checklist

  • Check whether the property is leasehold or freehold and who the lessor is (Estate Office, CHB or Municipal Corporation).
  • For projects, verify registration with the real estate regulator. Reports describe a combined Delhi and Chandigarh RERA authority, while Punjab RERA (rera.punjab.gov.in) covers Mohali projects. Confirm the current portal on the Chandigarh Administration website.
  • Ask for sanctioned plans, occupation certificate and transfer permission.
  • Check for dues with the Municipal Corporation.
  • Visit during monsoon and winter evenings.
  • For homes near the city boundary, check the Periphery Control Act and the local authority (GMADA or HSVP).
  • Have a lawyer search the title and confirm stamp duty.

Questions about Chandigarh

Which authority runs Chandigarh?

Chandigarh is a union territory administered by the central government through an Administrator, who is the Governor of Punjab. The Municipal Corporation handles civic services, and the Estate Office and Chandigarh Housing Board deal with land and housing.

Does Chandigarh have a metro?

No. A tricity metro has been studied, with a RITES draft report favouring a two-coach system, but in January 2026 the UT Administrator publicly questioned its financial viability. No construction has been confirmed.

How far is Chandigarh airport from the city?

Shaheed Bhagat Singh International Airport is at Jhiurheri in Mohali, about 13.5 km from the city centre. The trip typically takes around 30 minutes depending on traffic.

Does ADiHomes list projects in Chandigarh?

Not yet. As of October 2026 ADiHomes has no live listings or projects in Chandigarh, so no prices are shown.

Is property in Chandigarh freehold?

Much of it is leasehold from government bodies. A 1996 rules framework allows conversion of residential leasehold to freehold, but conversion has been paused or disputed at times, so check current rules with the Estate Office.

Does Chandigarh flood in the monsoon?

The city has about 25 identified waterlogging-prone spots, and Sukhna Lake floodgates have been opened several times in recent monsoons. Low-lying areas of Mohali, Panchkula and Zirakpur have seen flooding along the Sukhna Choe.

What is the winter air quality like?

Past winters have seen readings in the very poor range, linked by reports to stubble burning, cold weather and vehicle emissions. Conditions vary from year to year.

Why do some buyers look at Mohali or Panchkula instead?

Both are part of the tricity and have separate development authorities (GMADA in Mohali and Zirakpur, HSVP in Panchkula). Buyers often compare them for size and supply, but rules, taxes and regulators differ from Chandigarh.
