About Imphal

Overview: Imphal

Imphal is the capital of Manipur, in India's far north-east. It lies in the Imphal Valley, ringed by hill ranges, at an average elevation of about 786 metres. The city spreads across Imphal West and Imphal East districts. The 2024 population estimate for the capital is about 390,000, with a wider metro population above six lakh, though these are estimates rather than census counts.

Civic services come from the Imphal Municipal Corporation (upgraded from a municipal council in 2014, with 27 wards). Water and sewage fall to the state's Public Health Engineering Department, roads to the Public Works Department, and power to the Manipur State Power Distribution Company. Housing policy sits with the state's Municipal Administration, Housing and Urban Development department, which also oversees the Manipur State Housing Board and the Planning and Development Authority. There is no DDA-style single agency; much of the built-up area grew organically around the old core near Kangla Fort and the Ima Keithel market.

Housing in the valley is mostly independent houses on family plots, small low-rise apartment buildings and a few government-built complexes. Apartment living is newer here than in most Indian state capitals.

The climate is humid subtropical, with cool, dry winters and a warm monsoon. Annual rainfall is about 1,380 mm, with June and July the wettest months. Winter nights can be cold, and the record low is below freezing. Daily life is shaped as much by the weather as by the traffic, so see an address in both the dry and wet seasons if possible.

Landmarks include Kangla Fort, the former royal seat, the Imphal War Cemetery, and the Khuman Lampak main stadium, which holds about 30,000 people and hosts local football clubs. Official languages are Manipuri (Meitei) and English.

If you are a prospective tenant rather than a buyer, the same advice holds: visit in person, speak to neighbours, and ask how the area coped in the 2025 floods before signing anything.

Connectivity

AirBir Tikendrajit International Airport (Tulihal), about 8 km south of the city. IndiGo, Air India Express and Alliance Air serve cities including Delhi, Kolkata, Guwahati, Agartala and Bengaluru. About 1.37 million passengers used it in 2025-26.
RoadNational Highway 150 links Imphal with Guwahati, Kohima, Dimapur, Agartala, Shillong, Aizawl and Silchar.
RailNo train service yet. The Jiribam to Imphal new line is under construction; see below.
LocalAutos, shared vehicles and buses. An e-bus and e-rickshaw component is planned with the ring road project.

Hill highways are slow and subject to landslides in the monsoon, and security conditions have affected road travel since 2023. Check current conditions before planning any journey by road.

Schools, colleges, hospitals and shopping

Imphal is the education centre of the state. Institutions include Manipur University (the central university), the National Sports University, the Central Agricultural University, Manipur Technical University, NIT Manipur, IIIT Manipur and the Manipur Institute of Technology. For medicine, the main names are the Regional Institute of Medical Sciences (RIMS), Jawaharlal Nehru Institute of Medical Sciences (JNIMS) and the private Shija Academy of Health Sciences. Several private hospitals also operate here, some round the clock.

Ima Keithel, the Mothers' Market, is the best-known shopping place. It is run by women traders, with thousands of vendors, and sits in the core area near Paona Bazar and Thangal. The Smart City programme has funded basement parking at Ima Keithel. We could not verify a dependable list of schools or malls from public sources, so check affiliation and distance directly.

Property market on ADiHomes

ADiHomes has no live listings or projects in Imphal yet (as of October 2026). No prices, rates or appreciation claims are made here.

From public sources, a state government housing complex at Langol, built with HUDCO and state funding, has 180 units in five blocks and now shelters displaced families. Beyond that, housing consists mainly of private houses and a limited number of apartment buildings. Browse new projects in Imphal and flats for sale in Imphal for any future listings.

Civic matters

Water

The Public Health Engineering Department says twelve treatment plants across 14 locations supply Imphal, including the 45 MLD Chingkheiching plant fed from Thoubal Dam. A May 2025 report said the plants delivered about 70 MLD against an installed capacity of about 101 MLD, and conflict and pipeline damage have disrupted supply. Ask about actual hours of supply and storage before buying.

Flooding

Flooding is documented. In late May and June 2025, the Nambul overflowed and Imphal river embankments breached, hitting markets such as Thangal and Paona. Reports in 2024 and 2025 point to inadequate drainage and clogged sewers. Check any plot's flood history with neighbours and the local authority.

Security and displacement

Manipur has been affected by ethnic violence since 2023, and the state has been under President's Rule since February 2025. As of 3 September 2026, the state Home Department reported 28,899 internally displaced people, down from a peak of around 60,000, including 4,395 in 13 camps in Imphal West. Land and housing questions linked to this are sensitive; take local legal advice.

Power and waste

Electricity is distributed by the Manipur State Power Distribution Company, and solid waste is handled by the Imphal Municipal Corporation. The Smart City programme lists a solid waste plant at Lamdeng. We did not find citable data on outage hours, so ask residents about power backup in the building you are considering.

Approvals and RERA

Manipur has a Real Estate Regulatory Authority, but sources conflict on whether a working online portal exists; one 2020 blog lists an e-services address while Housing.com reports no portal. Verify the current status with the state housing department. We found no documented list of stalled or NCLT projects.

Infrastructure underway or planned

  • Jiribam to Imphal railway: about 111 km with 54 tunnels. Jiribam to Khongsang (about 55 km) has been open since 2022. An April 2026 report puts completion at December 2028, while an August 2025 report said June 2029. An earlier December 2026 estimate looks outdated.
  • Airport terminal: a Rs 600 crore integrated terminal of about 28,125 sq m, designed to raise capacity from about 1.39 to 5 million passengers a year. We could not confirm an opening date.
  • Imphal Ring Road: 51.23 km, ADB-funded; an April 2026 report said construction would begin the following month and finish within 28 months. Cost figures differ between sources.
  • Smart City works: a 504-acre area including Thangal, Paona Bazar, DM College and Kangla is being retrofitted; parking at Ima Keithel is reported complete.

Pros and cons

Pros

  • Strong education and medical institutions.
  • Airport with direct flights to major cities.
  • Pleasant valley climate, with annual rainfall of about 1,380 mm and cool winters.
  • Cultural and market life centred on Ima Keithel and Kangla.

Cons

  • Ongoing security and displacement concerns.
  • Documented flooding and drainage problems.
  • No rail yet; road links are slow and weather-sensitive.
  • Limited apartment supply and limited public data on the property market.

Who it suits

Because information on the local resale and rental market is thin in public sources, this is best treated as a market where personal contacts, local advice and patience count for more than online listings.

Imphal may suit people with family or work ties to Manipur, staff of the universities, hospitals and government, and buyers who prefer a quieter capital city. Those who need guaranteed uninterrupted utilities and easy road travel should be cautious.

Pre-purchase checklist

  • Confirm the status of the Manipur real estate regulator and whether the project is registered.
  • Check land title, mutation records and any tribal or customary land rules that apply.
  • Ask for local flood history and visit during the monsoon.
  • Verify water supply hours and storage.
  • Check the current security situation and any local restrictions.
  • Confirm building approval with the Imphal Municipal Corporation or Planning and Development Authority.
  • Have a local lawyer review the agreement.
