About Kavaratti

Overview of Kavaratti

Kavaratti is the capital and administrative headquarters of Lakshadweep, India's smallest Union Territory. It is a coral island of roughly 4 sq km in the Arabian Sea, about 404 km from Kochi, between Agatti to the west and Andrott to the east. The 2011 census counted 11,210 people here; the whole Union Territory had about 64,400 residents across ten inhabited islands.

This is not a conventional real estate market. There is no city grid, no private townships and no state development authority in the usual mainland sense. The Union Territory is run by an Administrator appointed under Article 239 of the Constitution, and the Collector-cum-Development Commissioner handles revenue and land matters. The Administration Secretariat moved to Kavaratti in March 1964. A mid-2026 report said a Kerala High Court case was asking why a full-time Administrator has not been appointed, so check who currently holds the post.

For a buyer, the practical meaning is that Kavaratti works more like a small administrative town than a property market. Most decisions about land, building and services pass through the Union Territory administration, and the island's size means every plot is close to the shore, which shapes what can be built and how safe it is.

Connectivity

RouteWhat the sources say
Kochi by shipPassenger ships run from Kochi; sources give 14 to 24 hours depending on the island and ship. Ships may not run in the monsoon months (June to August).
Kochi to Agatti by airAbout 1.5 hours. Agatti has the only airport in the islands, and seats are limited.
Agatti to KavarattiBy boat in the fair season (about October to May) or by helicopter, whose availability in the monsoon varies.

Visitors need an entry permit. Residents and workers move between islands by ship, boat and helicopter. Inside Kavaratti, distances are short enough to walk or ride a two-wheeler. All timings above come from travel and government pages and change often, so confirm before planning.

Internet is better than it was. The Kochi-Lakshadweep submarine optical fibre cable, about 1,868 km long and reaching eleven islands, was inaugurated at Kavaratti on 3 January 2024.

Because there is no road network between islands, a trip to the mainland for a document, a hospital visit or a school transfer has to be planned around ship sailings or the limited Agatti flights.

Schools, colleges, hospitals and shopping

  • Schools: Kendriya Vidyalaya Kavaratti (CBSE, opened 2003 according to the school) is the main central-government school. A parliamentary record says it is the only Kendriya Vidyalaya in the territory. Other government schools serve the island.
  • Colleges: A government nursing and paramedical college at Kavaratti was the subject of a 2022 land acquisition impact assessment; we could not confirm its current status. We did not find a reliable source on degree colleges, so ask the education department.
  • Hospitals: Indira Gandhi Hospital, Kavaratti, is the main hospital and has an ICU, per a Lok Sabha reply. Specialists are deputed on rotation from central hospitals in New Delhi. A new 50-bed hospital at Kavaratti was planned (a 2022 notice); we found no completion date.
  • Shopping: Expect small local shops and a limited range. Many goods come by ship from Kochi, so availability depends on the sailing schedule.

Property market on ADiHomes

ADiHomes has no live listings or projects in Kavaratti yet (as of October 2026). You can still look at new projects in Kavaratti and flats for sale in Kavaratti in case that changes.

Housing on the island is mainly family houses on land held by islanders. Government housing support comes through the rural scheme: a Rajya Sabha reply of December 2022 says the urban Pradhan Mantri Awas Yojana is not implemented in Lakshadweep because there are no urban agglomerations, while the rural version (PMAY-G) is. We give no prices or trends because we have no ADiHomes data and found no reliable public source.

Ownership is the key issue. Property guides say that land can be held only by Lakshadweep natives under regulations from the 1960s, that transfers to non-islanders need the Administration's approval, and that visitors and investors can only lease tourism property through a government body. These are commercial guides, not official texts, and sources disagree about recent changes, including a proposed development authority regulation that drew protests in 2021. Treat this as a reason to get legal advice, not as legal advice.

Civic matters

Services on a small island depend on a few plants and a single supply chain, so it is worth asking residents how reliable each one has been over a full year, including the monsoon.

  • Water: Drinking water has long depended on desalination. The National Institute of Ocean Technology built a low-temperature thermal desalination plant at Kavaratti producing 100,000 litres a day, and a 2026 report mentions an ocean thermal energy project at Kavaratti under inspection. Ask about local supply hours.
  • Power: Islands traditionally ran on diesel generators. Kavaratti now has the territory's first on-grid solar plant with battery storage, 1.7 MW of solar and 1.4 MWh of storage, which is expected to reduce diesel use.
  • Climate risk: The islands are only a metre or two above sea level on average. An IIT Kharagpur study projected that about 60 per cent of the shoreline land at Kavaratti and Minicoy could be lost by 2100, though its authors noted the base map was old. Erosion and flooding should be assessed for any plot.
  • Coastal rules: Coastal Regulation Zone rules limit building near the shore, and islanders have objected that parts of the islands are less than 100 m wide. We did not confirm the current setback.
  • Approvals and RERA: We could not confirm that a Real Estate Regulatory Authority is functioning in Lakshadweep.

Infrastructure underway or planned

  • Ports: An April 2026 Lok Sabha reply said detailed project reports were being prepared for ports at several islands including western Kavaratti, Agatti and Minicoy.
  • Agatti airport: A 2024 report said a contract for a longer runway had been awarded; we found no 2026 confirmation of completion.
  • Minicoy: A new airbase was reported to be under consideration by the Air Force.
  • Seaplanes: Kavaratti is among locations under discussion, but project reports were still being prepared.
  • Hospital and nursing college: planned as of 2022; current status unknown.

Wider plans to promote Lakshadweep as a tourism destination were announced in early 2024, including airport, jetty and hotel proposals. Plans of this kind change, and tourism properties are leased through a government body, so they do not create a freehold market for ordinary buyers.

Pros and cons

Pros

  • Quiet island setting with short distances.
  • Administrative centre with the main hospital and a central school.
  • Improved internet and growing solar power.

Cons

  • Strict land ownership limits for non-islanders.
  • Sea-level rise and erosion exposure.
  • Limited medical specialists, shopping and flights; monsoon disruption.
  • Almost no organised apartment market or regulator track record.

Who Kavaratti suits

It suits islanders and families with local roots, government or defence staff posted here, and professionals interested in renting during a posting. It is a poor fit for outside investors looking to buy, anyone who needs frequent specialist care, or buyers who want a conventional apartment market.

Pre-purchase checklist

  • Get a written legal opinion on whether you are allowed to own or lease the property, and get Administration approval in writing where it applies.
  • Verify the title and land records with the Collector-cum-Development Commissioner's office.
  • Check Coastal Regulation Zone limits, distance to the shoreline and any flooding history.
  • Ask about water supply, power backup and how building materials reach the island.
  • Find out whether any regulator exists for real estate in Lakshadweep; we could not confirm a RERA authority or portal, so ask the Administration and check the Ministry of Housing and Urban Affairs RERA status list.
  • Check ship and helicopter schedules before relying on them in monsoon months.
  • Avoid any arrangement that routes ownership through a local company, trust or power of attorney; sources say such structures can be cancelled.
