About Shimla

Overview of Shimla

Shimla is the capital of Himachal Pradesh, spread along a ridge in the lower Himalaya at roughly 2,000 metres. The railway station sits at about 2,075 metres. The city is governed by the Shimla Municipal Corporation, which had 34 wards at the 2023 election. Wards named in election records include Summer Hill (ward 5), Totu (6), Sanjauli (19), Kasumpti (27), Chhota Shimla (28) and New Shimla (32). Ward numbers and boundaries are changed by delimitation, so check the corporation's website for the current map.

Building here is shaped by slope and by the Shimla Planning Area rules. Large parts are tightly packed old neighbourhoods on steep ground, while newer housing has spread to the outskirts. Development is controlled by the town planning department under the Shimla Development Plan 2041, which has a contested history described under civic matters below.

One legal point shapes the market for outsiders. Section 118 of the Himachal Pradesh Tenancy and Land Reforms Act bars non-agriculturists from outside the state from buying land without government permission. Guides say flats and built-up property inside municipal limits are usually treated differently from agricultural land, but the position has been contested, and a 2024 order of the state RERA required a non-Himachali buyer to hold Section 118 permission before a conveyance deed. Take a local lawyer's advice before you pay anything.

Connectivity

LinkDetail
Kalka-Shimla Railway96.6 km narrow-gauge line, a UNESCO World Heritage Site (inscribed 2008 as part of the Mountain Railways of India); slow scenic journey of about 5 to 6 hours per a traveller account
Shimla Airport (Jubbarhatti)About 22 km from the city; short runway and one parking bay
Road from ChandigarhMainly NH-5 via Parwanoo, Solan and Kaithlighat; a travel blog estimates about 3 hours from Chandigarh
Nearest large airportChandigarh (about 3 hours by road, per the same blog)

Airport status is unclear. One travel blog says there are no regular commercial flights in 2026, while an airline-route site lists Alliance Air services, and official AAI figures show passenger numbers fell by about 68 percent in 2025-26. Check schedules before relying on air travel. There is no metro or suburban rail in Shimla.

The NH-5 four-laning is still unfinished. A November 2024 government document gave progress of 85.17 percent on Solan to Kaithlighat, 25 percent on Kaithlighat to Shakral and 14 percent on Shakral to Dhalli, and a later report said the Solan to Kaithlighat contractor had missed a deadline. We found no 2026 update, so expect road works and delays on the Kalka-Shimla route.

Schools, colleges, hospitals and shopping

Medical college and hospitalIndira Gandhi Medical College and Hospital (IGMC), established 1966, main tertiary hospital
Women and childrenKamla Nehru Hospital, part of the IGMC complex
Zonal hospitalDeen Dayal Upadhyay (Ripon) Hospital, a government hospital

IGMC reported record patient numbers in one news item, which hints at heavy load. Two Tribune reports describe relatives alleging negligence at Shimla hospitals, so check reviews and plan for crowding. Bed counts and affiliations differ between sources, so confirm with the hospital. For retail, the old city has bazaar areas such as Lower Bazaar and Ram Bazaar, which also appear as ward names. We did not retrieve a source for malls or current shops, so we have not listed any.

Property market on ADiHomes

ADiHomes has no live listings or projects in Shimla yet, as of October 2026, so we cannot quote ADiHomes prices or rates. The kinds of housing found in the area, from the sources we read, are older independent houses on slopes, small apartment buildings, housing society flats, and newer RERA-registered projects in town and on the outskirts, with joint-development projects reported by the state RERA. Land sales to non-Himachalis depend on Section 118 as noted above. Browse new projects in Shimla and flats for sale in Shimla when listings appear.

Civic matters

Landslides and building safety. This is the biggest issue. In August 2023, heavy rain caused slides at Summer Hill, Krishna Nagar and Fagli. A Shiva temple at Summer Hill was hit, and reports cite 13 bodies recovered from Summer Hill and five from Fagli at the time, with later accounts giving higher figures. Eight houses collapsed at Krishna Nagar. Shimla is in seismic zone IV, and more than 100 buildings were reported damaged or vacated. An HIMCOSTE scientist blamed overloading of slopes by construction, soil saturation and building over drains.

Rules. The National Green Tribunal in 2017 barred new construction in core and green areas and limited buildings elsewhere to two and a half floors. In 2022 it set aside the draft development plan 2041. On 11 January 2024 the Supreme Court allowed the state to implement the plan as published on 20 June 2023, while saying this was not an endorsement. The plan allows two floors plus attic in core areas and three floors plus attic elsewhere, with limited building in 17 green belts. Illegal buildings face demolition orders from the corporation.

Water. Shimla has had summer shortages, with alternate-day supply reported in 2022. A World Bank-funded programme of over Rs 1,800 crore aimed at 24x7 supply, with water from the Sutlej, was targeted for May 2025. We found no report confirming it was achieved, so ask about water supply in your exact locality.

Power, sewage, stalled projects. We found no reliable source on outages or on NCLT cases, so verify these locally.

Infrastructure underway or planned

  • NH-5 four-laning (Solan to Kaithlighat to Shakral to Dhalli): partly built, behind schedule, with a tunnel near Kandaghat reported to have restarted. A further toll plaza is planned on the Kaithlighat to Sakral stretch after widening.
  • Water supply and sewerage programme: Rs 1,800 crore plus, with a Rs 683 crore distribution contract awarded to Suez India; completion not confirmed.
  • Development Plan 2041: approved to proceed by the Supreme Court in January 2024; implementation status unknown.

Pros and cons

Pros

  • Cool climate, heritage railway, and a state capital with government services.
  • Major government hospital (IGMC) and old established schools.
  • Strong demand for second homes and rentals tied to tourism and government jobs (not quantified here).

Cons

  • Landslide, drainage and seismic risks on steep slopes.
  • Section 118 complexity for buyers from outside Himachal.
  • Water shortages in some seasons and delayed highway works.
  • Uncertain air service and limited flat land.

In practice, check three things in every neighbourhood before you compare prices: how steep the access road is, whether a natural drain runs close to the building, and whether the building has an approved map. After the 2023 rains, officials vacated more than 100 endangered buildings, including about 50 in Shimla, so these checks matter more here than in most Indian cities. Speak to long-time residents about winter access and monsoon behaviour as well.

Who Shimla suits

It suits government and bank employees posted here, families who want a hill base with city services, and buyers who value a cool climate and can accept steep terrain and longer travel times. It is a poor fit for anyone who cannot manage stairs and slopes, or who wants a quick drive to a major airport.

Pre-purchase checklist

  • Check the project on the Himachal Pradesh RERA portal (hprera.nic.in) and note the registration and completion date.
  • If you are not a Himachal resident, ask a local lawyer about Section 118 permission before you pay.
  • Get a geotechnical or structural opinion on slope stability and ask about past slides in the neighbourhood.
  • Check that the building has an approved map and completion certificate under the corporation and the Development Plan rules.
  • Look for natural drains and retaining walls, and view the site after heavy rain.
  • Confirm water source and supply hours, and parking and road access in winter.
  • Compare against new projects in Shimla only after checking each listing yourself.

Questions about Shimla

Can someone from outside Himachal Pradesh buy property in Shimla?

Section 118 of the state tenancy and land reforms law restricts non-agriculturist outsiders from buying land without government permission. Guides say built-up flats within town limits are treated differently, but the position is contested, so get local legal advice.

Does Shimla have a working airport?

There is an airport at Jubbarhatti about 22 km away, but sources conflict on whether regular flights run in 2026. Check current schedules; Chandigarh is the usual alternative.

Is Shimla prone to landslides?

Yes. Slides in August 2023 hit Summer Hill, Krishna Nagar and Fagli, and Shimla lies in seismic zone IV. Get a slope and structural check before buying.

How do I reach Shimla by train?

The narrow-gauge Kalka-Shimla Railway, a UNESCO World Heritage Site, covers about 96.6 km, and a traveller account puts the ride at 5 to 6 hours. Kalka is the connecting point for the main network.

Is the Kalka-Shimla highway four-lane?

Not fully. Parwanoo to Solan is done, but later stretches were incomplete in the latest figures we found (late 2024 to 2025). Expect road works.

What are the building limits in Shimla?

The Shimla Development Plan 2041 permits two floors plus attic in core areas and three floors plus attic elsewhere, with limited building in green belts. The Supreme Court allowed implementation in January 2024.

Does ADiHomes list projects in Shimla?

Not yet. ADiHomes has no live listings or projects in Shimla as of October 2026.
