About Bhubaneswar

Overview of Bhubaneswar

Bhubaneswar is the capital of Odisha, on the plains between the Kuakhai and Daya rivers in the Khurda district. It combines a planned older core (the Capital area, with its numbered units) with fast-growing suburbs to the north and west. Government offices, universities, hospitals and a large IT cluster make it the main job and services centre of the state.

Two bodies matter for property. The Bhubaneswar Development Authority (BDA) prepares and enforces the master plan, called the Comprehensive Development Plan (CDP) 2030, and approves layouts and large building plans. One real estate site says the plan divides the development area into 14 planning subzones; check the BDA's own documents for zone-level land use, because that site is a commercial listing portal. The Bhubaneswar Municipal Corporation (BMC) runs day-to-day civic services such as drains, roads and sanitation.

Well-known residential areas include Chandrasekharpur, Patia and the Infocity belt, Nayapalli, Saheed Nagar, Jaydev Vihar, Rasulgarh and the older Unit areas. Khandagiri and Sijua to the south are linked to institutions such as AIIMS. The BDA has also launched housing projects at Chandrasekharpur and Jagasara, as well as one in Sanapalla in Khurda, according to a budget report.

Connectivity

Bhubaneswar is on the main east coast rail line and on the national highway network between Kolkata and Chennai. It is also close to Cuttack, Puri and Konark, which makes the region a natural "tri-city" cluster.

Biju Patnaik International AirportAbout 4 km from the city centre and from the main railway station, per a travel listing; around 15 minutes off-peak
Bhubaneswar railway stationMajor station on East Coast Railway; redevelopment under the Amrit Bharat scheme is under way
City busesMo Bus, run by the Capital Region Urban Transport (CRUT), serves the airport and many routes; a listing quotes fares of Rs 20 to 50, which you should confirm
MetroNone operating; see the infrastructure section

Within the city, most people use two-wheelers, autos, app cabs and Mo Bus. We did not find a sourced traffic study, so judge congestion yourself. Try a trial commute at your own working hours before choosing a locality.

Schools, colleges, hospitals and shopping

The city has a large number of CBSE, ICSE and state board schools, plus many colleges and universities, so most families find a school within a few kilometres. We could not source a reliable named list with distances, so check each school's own website and the route on a map.

Infocity and Infovalley, an IT park project of IDCO on 613 acres with Infosys as an anchor tenant, drive rental demand around Patia and Chandrasekharpur. A September 2025 report says the state set aside about 5,500 acres for IT parks and electronics hubs near the city. Treat this as a plan; whether jobs follow depends on companies.

Property market on ADiHomes

ADiHomes has no live listings or projects in Bhubaneswar yet (as of October 2026), so we do not quote prices or project counts here. You can still see new projects in Bhubaneswar and flats for sale in Bhubaneswar to check whether this has changed.

From public sources, the housing in the city includes apartment complexes in the north and west, independent houses in older colonies, plots in extended areas, and public housing from the BDA. The BDA approved its 2025-26 budget with three new housing projects at Chandrasekharpur, Jagasara and Sanapalla. Patia and Chandrasekharpur are described as dense and worth checking for occupancy certificate compliance. We give no price or rate information.

Civic matters

Waterlogging. This is the best documented problem. In early July 2025 low-lying areas stayed under water after heavy rain, and the BMC commissioner linked one case to a blocked drain on the Daya West Canal. The BMC reportedly counted 27 vulnerable spots for several years. In February 2025 the BMC signed an agreement with IIT Roorkee for a drainage master plan; at the time of the reports we saw, the final plan was pending. Check the street you are looking at during or just after a heavy shower.

Water supply. The Kuakhai river is described in older references as the main source, with the Daya also contributing. The state asked the water utility WATCO in January 2026 to speed up projects under a water security plan for Bhubaneswar and nearby areas. Some zones are covered by a 24x7 scheme (SUJAL); we found no source on how much of the city is covered, so ask the specific society.

Regulation and approvals. The Odisha Real Estate Regulatory Authority (ORERA, portal orera.in) has been active: it has stayed a BDA housing project over non-compliance, told a Phulnakhara builder to stop taking bookings, and revoked the registration of a project whose approach road belonged to Indian Railways. These cases show why it pays to check registration and approach roads. Dates vary, so read the original reports.

Infrastructure underway or planned

  • Metro. The first phase planned by Delhi Metro Rail Corporation (26 km, 20 stations) is no longer on track. In April 2026 the state cabinet decided to scrap it and end the DMRC agreement over ridership and policy concerns; in May 2026 the minister said the work was on hold rather than abandoned. Reports conflict on whether it is paused or dead, so there is no confirmed timeline.
  • Regional transit. The state is shifting to a tri-city plan linking Bhubaneswar, Cuttack and Puri, with Paradip considered later, supported by a regional mobility plan prepared with Asian Development Bank assistance. The Centre is also reported to be examining a Namo Bharat rapid rail between Bhubaneswar and Cuttack. These are proposals.
  • Railway station. Redevelopment under the Amrit Bharat scheme, reported at Rs 1,075 crore with a concourse above the platforms and elevated approaches, was being inspected in September 2026. We found no completion date.
  • Drainage. The IIT Roorkee-led stormwater plan is under preparation.

Pros and cons

Pros

  • State capital with major hospitals, universities and an IT cluster
  • Planned core, an airport and railway station close to the centre
  • An active state regulator (ORERA)

Cons

  • Recurring waterlogging in low-lying areas
  • No metro, so daily travel depends on roads and buses
  • Some projects have had registration or approach road problems

Who Bhubaneswar suits

It suits government and IT employees, medical and university staff, families who want an organised city with good healthcare, and renters near the Infocity belt. Buyers with a tight budget for a daily commute should check traffic first.

Pre-purchase checklist

  • Check the project on the Odisha RERA portal (orera.in) and note the registration number.
  • Ask for the BDA or BMC approved plan and the occupancy certificate for completed buildings.
  • Confirm the approach road is public or owned by the developer.
  • Visit after rain to look for waterlogging; ask about the nearest drain.
  • Verify the land title and encumbrance history with a lawyer.
  • Ask about the water source and power backup in the society.
  • Time the commute to work and school.

How to read the sources on this page

Several facts above come from news reports whose publication dates are not always shown on the page, and a few come from commercial property or travel sites. Where we used those, we have said so and kept the claims modest. For anything you will pay money on, such as land use, a registration number or a drain alignment, go to the original BDA, BMC or ORERA record rather than relying on this summary.

Because the metro plan has changed twice in 2026, any seller who tells you a metro station will be near a project should be asked to show a government document. The same applies to claims about IT park jobs, which are plans and not guarantees.
