About Cuttack

Overview of Cuttack

Cuttack is one of Odisha's oldest cities, sitting on a strip of land between the Mahanadi river and its distributary the Kathajodi. It is the traditional commercial and judicial centre of the state, and it forms a twin city with Bhubaneswar, the capital, a short distance to the south. The city is known for its old markets, courts, schools and medical college.

Two bodies shape property here. The Cuttack Development Authority (CDA), now also referred to as the Kataka Development Authority, was formed in 1983 and is based at Arunodaya Bhawan on Link Road. It prepares development plans, regulates land use and has built housing colonies. A 2019 government notification, as summarised by a source we found, delegated building permission and land sub-division powers within the CDA area to the Cuttack Municipal Corporation (CMC), which also runs civic services. Zoning sources say the master plan has residential, commercial, industrial and green belt zones, and that commercial use of residential land needs conversion and approval.

Localities you will hear about include Link Road and Badambadi in the centre, Buxi Bazaar and Mangalabag in the older city, the numbered CDA sectors, Bidanasi and Trisulia. Property sites also mention Phulnakhara, on the Bhubaneswar side, where gated projects have come up. These are marketing sources, so use them only to find names and then verify on the ground.

Connectivity

Cuttack lies on National Highway 16, part of the Golden Quadrilateral, and on the Kolkata to Chennai main rail line. Cuttack Junction (station code CTC) is a major East Coast Railway station.

The two cities are close enough that many people live in one and work in the other. The Link Road to Badambadi stretch, about 2.4 km, is described in a news report as a busy entrance to the city that waterlogs for hours even after short rain. Plan your commute with that in mind, and test it at your own hours. We did not find a reliable source on bus routes inside Cuttack.

Cuttack also hosts the Odisha National Law University campus, which one source puts about 35 km from the Bhubaneswar airport. The city's markets, such as Buxi Bazaar and the shops on Link Road, serve everyday needs. We could not source details of malls inside Cuttack; Bhubaneswar has larger malls a short drive south.

Distances within Cuttack depend on which locality you choose. We recommend checking the route to the school and the hospital on a map at the time you plan to travel.

Property market on ADiHomes

ADiHomes has no live listings or projects in Cuttack yet (as of October 2026), so we quote no prices or project counts. You can look at new projects in Cuttack and flats for sale in Cuttack to see whether that changes.

From public sources, housing in Cuttack includes older houses and low-rise flats in the central areas, apartment buildings in the CDA sectors and in Badambadi and Bidanasi, and a few gated projects near Phulnakhara. The Odisha State Housing Board is building 320 flats for economically weaker sections in G+3 blocks at Bidyadharpur, near Nuabazar Chhak, under a self-financing model. A developer blog names CDA Sector 8, Trisulia and Phulnakhara as areas with more buyer interest, but this is promotional and we offer no price comment.

Civic matters

Flooding. Cuttack sits at the head of the Mahanadi delta. In late July 2026, reports said more than 9.5 lakh cusecs were expected through the Mundali gauge, with the Kathajodi affected and flood risk flagged for Cuttack district. An embankment breach at Jodum in Badamba block was also reported. Subdivisions such as Banki and Athagarh were described as vulnerable. Those are rural parts of the district, but you should ask how the specific locality fared in past floods.

Waterlogging and roads. Link Road to Badambadi is reported to waterlog quickly. Look at drain levels around any flat.

Water supply. The state launched a 24-hour "Drink From Tap" scheme in Cuttack in January 2022, using treated Mahanadi water and costing Rs 790 crore, starting in two zones. The plan was to cover the city by December 2023, and later reporting says Cuttack wards are covered; we could not verify current coverage. An earlier jaundice outbreak in 2019 was traced in one case to pipeline leaks near drains, so it is reasonable to ask about water quality.

Approvals and regulation. Check CDA and CMC approvals and registration with the Odisha Real Estate Regulatory Authority (ORERA). A developer checklist recommends verifying RERA registration, land-use approval, building plan approval and an occupancy certificate.

Infrastructure underway or planned

  • Capital Region Ring Road. The Union Minister said in April 2025 that the project from Rameswar in Khordha to Tangi in Cuttack had been approved at roughly Rs 7,000 to 8,300 crore (reports differ). Check the NHAI for construction status.
  • Namo Bharat rapid rail. In March 2026 the Railway Minister told Parliament that a rapid rail service between Bhubaneswar and Cuttack on a proposed new line is being examined. This is a proposal, not a sanctioned project.
  • Mahanadi riverfront. The Chief Minister reviewed a plan for about 426 acres at a reported cost near Rs 210 to 220 crore in March 2026. The National Green Tribunal had earlier restricted concrete work on that land, and its current status is unclear.
  • Kathajodi corridor and outer ring road. A 7 km six-lane corridor along the Kathajodi (reported at Rs 245 crore) and an 8 km Cuttack-Athagarh outer ring road are reported as planned or approved. We did not find construction dates.

Pros and cons

Pros

  • Close to Bhubaneswar by road and rail, with a major rail junction
  • Established schools, a medical college and a university
  • A treated-water supply scheme has been rolled out

Cons

  • River flood risk in the district and waterlogging in parts of the city
  • Older central areas are crowded
  • Many promised projects are still proposals

Who Cuttack suits

Cuttack suits families who want an established city with schools and a medical college, workers who commute to Bhubaneswar, and buyers who prefer older neighbourhoods. It is less suited to someone who needs a guaranteed flood-free location without doing local checks.

Pre-purchase checklist

  • Search the project on the Odisha RERA portal (orera.in).
  • Ask for the CDA or CMC building permission and the occupancy certificate.
  • Check that the plot's land use under the master plan matches the use you want.
  • Ask neighbours about waterlogging and past floods.
  • Ask about the water source and quality, and whether the 24-hour supply reaches the building.
  • Have a lawyer verify the title and encumbrances.
  • Time the commute to Bhubaneswar at your working hours.

Tips for first-time buyers

Visit a locality on a weekday morning and again after a spell of rain. Speak to residents of the building about water pressure, maintenance charges and parking. If you plan to rent the flat out, check how close it is to the railway station or to the road towards Bhubaneswar, since many tenants commute. Keep copies of every payment receipt and the agreement for sale.

Notes on sources

Some of the facts above come from news reports with unclear dates, from property sites and developer blogs, and from travel listings. We have used them cautiously and stated where figures disagree. For anything that affects a payment, such as zoning, project registration or flood history, rely on the original CDA, CMC, ORERA or state water department records.
