PMAY-U 2.0 Eligibility: Can Delhi NCR Home Buyers Qualify?

Contents
Many first-time buyers in Delhi NCR hear that the government will “pay 4% of your home loan interest” and assume it covers any flat. It does not. PMAY-U 2.0 eligibility depends on household income, the value of the home, the size of the loan and whether you already own a house anywhere in India.
This guide covers the rules, a few worked examples, which NCR budget belts can realistically fit under the cap, and how to apply. Scheme rules can be revised, so confirm the final details with your lender and the official portal before you book.
What the PMAY-U 2.0 interest subsidy is
PMAY-U 2.0 is the second phase of the urban housing mission. It has four verticals. The one most relevant to home-loan borrowers is the Interest Subsidy Scheme (ISS). The Union Cabinet’s approval note says households taking a loan up to ₹25 lakh for a house valued up to ₹35 lakh get a 4% subsidy on the first ₹8 lakh, for up to 12 years.
The government is not giving you a 4% loan. The subsidy applies to only a slice of your loan, and the amount is capped.
| Feature | PMAY-U 2.0 ISS |
|---|---|
| Subsidy rate | 4% a year on the first ₹8 lakh of the loan |
| Subsidy tenure | Up to 12 years |
| Maximum subsidy released | ₹1.80 lakh (NPV capped at ₹1.50 lakh) |
| Maximum loan eligible | ₹25 lakh |
| Maximum house value | ₹35 lakh |
| Maximum carpet area | 120 sq m |
| Applies to loans | Sanctioned and disbursed on or after 1 September 2024 |
| Scheme validity | 5 years from launch |
The figures come from the Cabinet note and from bank pages for ICICI Bank and HDFC Bank.
The scheme is live. Reports dated 19 October 2026 say the Centre approved about 1.93 lakh more houses, taking total sanctions to 20.80 lakh. That count covers all verticals, not just home-loan subsidies.
PMAY-U 2.0 eligibility: income bands and other conditions
Income is measured for the whole household. The Cabinet note defines the bands as follows.
| Category | Annual household income | Approx. monthly (gross) |
|---|---|---|
| EWS | Up to ₹3 lakh | Up to ₹25,000 |
| LIG | ₹3 lakh to ₹6 lakh | ₹25,000 to ₹50,000 |
| MIG | ₹6 lakh to ₹9 lakh | ₹50,000 to ₹75,000 |
The monthly column is simple division of the annual limits. All three bands get the same subsidy terms. Earlier schemes had a higher middle-income band, but under PMAY-U 2.0 the ceiling is ₹9 lakh.
Beyond income, the official portal checks these conditions:
- No other house. You declare that you own no house anywhere in India, other than the one you are buying. You also declare that you have not used a housing scheme benefit in the last 20 years.
- Family definition. A family means husband, wife and unmarried sons or daughters. If two or more family members take loans on the same property, they are treated as one family for income and benefit.
- One subsidy per property. If you later sell, the next buyer cannot claim ISS on that property.
- Approved layout plan. Banks ask for the approved layout plan, as per state guidelines.
- Urban location. The scheme covers statutory towns as per Census 2011 and towns notified later. Bank of Maharashtra’s summary lists this. Ask your lender to confirm that your exact sector or locality is covered.
Reports describe female ownership as a priority under the scheme. Business Standard notes that homes are typically registered in the name of the female head or jointly with the spouse. It also warns that the government can reclaim the subsidy in some circumstances. Ask your lender which ones apply to ISS.
Property-value caps: where most NCR buyers get stuck
Three limits apply together: house value up to ₹35 lakh, loan up to ₹25 lakh and carpet area up to 120 sq m. The 120 sq m limit (about 1,292 sq ft) will rarely matter in NCR, because ₹35 lakh buys far less than that.
The value cap is the binding one. If the lender’s assessed income or property value is above the limit, the loan is not eligible for the subsidy. The lender’s valuation counts, not just the brochure price.
We could not find an official ruling on whether the ₹35 lakh figure includes GST, parking, club membership or other charges. Ask your lender how it computes “house value” before you pay a booking amount.
One more point on size. The scheme documents say the programme supports houses of not less than 30 sq m carpet area. That wording appears in the context of construction. Check with your lender whether it applies to a compact flat you are buying, since a very small studio or 1 BHK could fall below 30 sq m (about 323 sq ft).
Worked examples
Example 1: A household that qualifies
A couple earns ₹7.5 lakh a year together and owns no house. They find a flat with an agreement value of ₹33 lakh and a 45 sq m carpet area, and take a ₹24 lakh loan over 20 years. Income, value, loan and area are all within limits. They can apply for the ISS subsidy, which is capped at ₹1.80 lakh. Their own funds must cover the remaining ₹9 lakh plus registration and other costs.
Example 2: A flat just over the cap
A household earning ₹6 lakh finds a flat priced at ₹36.5 lakh and plans a ₹22 lakh loan. The loan is within the ₹25 lakh limit, but the value is over ₹35 lakh. The conditions apply together, so this purchase is not eligible. A smaller loan does not fix a higher property value.
Example 3: Income just over the line
A household with ₹9.4 lakh of combined income looks at a ₹30 lakh flat. The home is within the value cap, but the income is above ₹9 lakh. The household is outside the scheme.
Example 4: What the subsidy does to your EMI (illustration only)
The ₹1.80 lakh maximum is released in five equal yearly instalments of ₹36,000 and reduces your loan principal. Lender pages word the credit differently, so confirm the exact mechanics with your bank.
For a simple illustration, assume a ₹25 lakh loan at 9% over 20 years. That rate is an assumption for the sum, not a quote. The EMI would be about ₹22,500. Each ₹36,000 credit lowers the principal and trims roughly ₹320 off the EMI if you keep the tenure unchanged. All five credits together cut about ₹1,600 a month. Your actual figure depends on your rate, tenure and when each credit lands.
Compare that with the household income ceiling. At ₹9 lakh a year (₹75,000 a month), an EMI of ₹22,500 would be about 30% of gross income. Whether a lender will sanction ₹25 lakh at that income is the lender’s call.
Which NCR budget belts can fit under ₹35 lakh?
This is where the cap bites. Rates below are indicative asking or listing rates per sq ft of super area from portals and guides. They are not offers, and they vary by project, floor and stage. The last column is simple arithmetic: ₹35 lakh divided by the rate. It ignores extra charges and gives a rough sense of the saleable area at the cap.
| Belt | Indicative rate (₹/sq ft) | Typical 2 BHK reported | Area ₹35 lakh buys (approx.) | Realistic fit |
|---|---|---|---|---|
| Greater Noida West | About 8,650 to 8,750 average asking | ₹45 to 75 lakh | About 400 sq ft at the average rate | Tight. Few new homes under the cap |
| Noida (affordable sectors) | 6,500 to 8,800 | 1 BHK from ₹35 lakh | About 400 to 540 sq ft | Tight. Entry-level units at best |
| Greater Noida (established sectors) | 3,500 to 6,500 | From about ₹35 lakh | About 540 to 1,000 sq ft | Better fit, depending on sector and project |
| Ghaziabad (Raj Nagar Extension) | Listing average about 7,250; transaction average about 4,900 | 1 BHK ₹20 to 45 lakh | About 480 to 710 sq ft | Best match among these belts |
| Faridabad (Neharpar / Greater Faridabad) | 5,000 to 6,500 | ₹40 to 70 lakh | About 540 to 700 sq ft | Possible for compact units |

What this means city by city
- Greater Noida West: Average asking rates are high for a ₹35 lakh cap, so most new 2 BHKs will exceed it. You may find small or older units, but check each one against the lender’s valuation. Browse the new projects in Greater Noida to compare sectors and budgets.
- Noida: Even the cheaper sectors price most new flats above the cap. Resale or older compact units are the more likely match.
- Greater Noida: The older, established sectors have the lowest rates in this list, so they offer the widest choice under ₹35 lakh.
- Ghaziabad: Raj Nagar Extension shows the largest spread between asking and transaction rates, which suggests room to find units under the cap. Check the new projects in Raj Nagar Extension. We could not verify current rates for other Ghaziabad localities, so check live listings.
- Faridabad: Neharpar is the value belt, and compact units can come close to the cap. See the new projects in Neharpar (Greater Faridabad).
You can also filter by city and budget on the ADiHomes projects page. Always verify RERA registration and the approved layout plan before booking. The subsidy does not make a project safe.
How to apply for the PMAY-U 2.0 interest subsidy
- Check your numbers. Confirm household income, that no one in the family owns a house, and that the target flat is within ₹35 lakh and 120 sq m.
- Keep documents ready. Aadhaar details for the applicant and family members, and a bank account linked to Aadhaar. IDBI’s FAQ also mentions an undertaking that you meet the eligibility criteria.
- Apply through an official route. The scheme FAQ says you can use the Unified Web Portal, a Common Service Centre or your Urban Local Body. The portal is pmay-urban.gov.in. Choose the ISS vertical and complete Aadhaar authentication.
- Take the home loan from a participating lender. Not every bank is enrolled, so ask directly. The application is forwarded to the lender, which checks income and property value before sanction.
- Complete geo-tagging when asked. The lender’s manual says geo-tagging is required. For a completed house it happens after the first instalment, and for under-construction homes before each instalment.
- Watch the credits. The subsidy is paid into your loan account, not to you, and reduces the principal.
Be careful with third-party guides. One lender-blog source mentions a 20-year subsidy tenure, but the Cabinet note says 12 years. Use the official figures. Do not under-report income to fit a lower band. False declarations can lead to legal action.
What is still uncertain
- State stamp duty relief. A report dated 30 July 2026 says the Haryana Cabinet approved flat ₹500 charges each for stamp duty and registration for eligible PMAY-U 2.0 beneficiaries. We could not confirm the notification date or whether it covers ISS flat buyers in Faridabad. We found nothing comparable for Uttar Pradesh, so ask the sub-registrar.
- Lender practice. Banks apply their own credit norms, and wording on the subsidy credit differs between lender pages.
- Rates. Property rates change monthly, so the table is a starting point, not a quote.
The bottom line
PMAY-U 2.0 eligibility is straightforward on paper: household income up to ₹9 lakh, no other house, a loan up to ₹25 lakh and a home valued up to ₹35 lakh. In NCR, the value cap decides most cases. Greater Noida’s older sectors, Raj Nagar Extension in Ghaziabad and Neharpar in Faridabad are the most likely places to find compact homes near the cap. Greater Noida West and Noida mostly price above it.
Work out your income band and lender-assessed value first, then shortlist homes. The maximum benefit is ₹1.80 lakh, so it should not be the only reason you pick a project.
