Which Floor Is Best in a High-Rise? Price, Heat and Safety

Contents
In a 25-storey tower in Noida or Gurugram, two flats with identical layouts can differ by several lakh rupees simply because one is on the 4th floor and the other on the 18th. Floor choice also changes how hot the flat gets in May, how much road noise you hear, how long you wait for a lift and how you would get out in a fire.
There is no single best floor. This guide compares low, middle and upper floors on price, heat, noise, lift dependence, fire safety and resale, so you can decide what fits your household.
The short answer
| Factor | Low floors (ground to about 4th) | Middle floors (about 5th to 12th) | Upper floors (13th and above) | Top floor |
|---|---|---|---|---|
| Price | Usually no floor-rise charge | Floor-rise often starts here | Highest floor-rise | Highest floor-rise; sometimes a separate premium |
| Summer heat | Shaded by trees and other towers | Moderate | More sun and wind exposure | Hottest: roof slab takes direct sun |
| Road noise and dust | Highest | Moderate | Lower, though traffic hum carries | Lower |
| Lift dependence | Stairs are practical | Stairs possible in an emergency | Heavy dependence | Heavy dependence |
| Fire evacuation | Quickest exit; within reach of fire ladders | Longer stair descent | Rely on building’s own fire systems | Rely on building’s own fire systems |
| Seepage risk | Ground floor: damp from soil | Low | Low | Roof leaks if waterproofing fails |
| Views and privacy | Limited | Good | Best | Best |
For many families, the middle band is a sensible compromise: some view and breeze, less dust than the lower floors, and a stair descent that is manageable if the lifts stop.
Price: how floor-rise charges work
Most NCR developers charge more for higher floors through a floor-rise charge, a type of preferential location charge (PLC). There is no government formula. The builder sets it, and RERA regulates only how it is disclosed, not how much it is. It must appear in the cost sheet, allotment letter and agreement for sale.
One NCR buyer guide puts typical floor-rise at about ₹25 to ₹75 per sq ft for each floor above a base level, often starting from the 4th or 5th floor. It cites a wider range of ₹25 to ₹100 in parts of Noida and Gurgaon, and ₹100 to ₹200 per floor slab in premium Gurgaon projects. Treat these as indicative and compare the cost sheets of the projects you are considering.
Worked example
Take a 1,200 sq ft (super area) flat in an under-construction tower where floor-rise is ₹40 per sq ft per floor, starting from the 5th floor.
| Floor | Floors charged | Floor-rise charge | GST at 5% | Total extra |
|---|---|---|---|---|
| 4th | 0 | ₹0 | ₹0 | ₹0 |
| 10th | 6 | ₹2,88,000 | ₹14,400 | ₹3,02,400 |
| 18th | 14 | ₹6,72,000 | ₹33,600 | ₹7,05,600 |
Ask three questions before you sign. From which floor does the charge start? Is it calculated on carpet area or super area? And does it stack with other PLCs such as park-facing or corner? Floor-rise is often negotiable, especially on middle floors and in early launch phases.
On resale, upper floors with open views often sell faster and at a premium, and one guide reports upper-floor resale premiums of 8% to 15% in some Noida and Dwarka Expressway projects. That is not guaranteed. A high floor facing another tower 15 metres away has little view to sell.
Heat: why the top floor is hottest
Delhi’s normal maximum temperature in May is about 40°C, and heatwaves push it far higher. The record was 49.9°C at Mungeshpur in May 2024. In a high-rise, the top floor takes the brunt because the roof slab sits in direct sun all day and radiates heat into the flat well into the night.
A light-coloured, reflective roof coating helps. The US Environmental Protection Agency says a cool roof can cut peak cooling demand in air-conditioned homes by 11% to 27%. Ask whether the society has applied a reflective or insulating roof treatment, and when it was last renewed. Upper floors also face more direct sun on their walls because nothing shades them. West-facing flats on any high floor get the strongest afternoon sun.
Low floors are usually cooler, shaded by trees and neighbouring buildings, but they get less breeze. Middle floors tend to get a balance.
Orientation matters as much as height
Two flats on the same floor can feel very different in summer. In NCR, the strongest heat gain comes through walls and windows facing west, which take the low afternoon sun when outdoor temperatures peak. South-facing glass gets long hours of sun too. A flat with a deep balcony or overhang on these sides stays noticeably cooler than one with large bare windows.
So when comparing floors, compare orientation at the same time. A west-facing 18th-floor flat with no shading may need far more cooling than a north-east-facing flat two floors higher. Ask for the floor plan with a north arrow, check which rooms face west, and visit at around 4 pm in summer if you can. Also look at where future towers will stand in the master plan. A neighbouring block can shade a lower floor in the afternoon, which helps with heat but cuts light and views.
Wind is the other variable. Upper floors usually get more breeze, which helps on pleasant evenings and in the monsoon, but also brings more dust on windy days in summer.
Noise, dust and privacy
Flats on the lowest floors facing a main road or a construction site get the most dust and noise. Noise from traffic can travel upwards, so upper floors are quieter but not silent. If a tower faces an expressway, visit the specific flat at peak hours before you choose.
Ground-floor flats offer easy access and sometimes a private garden, which suits elderly residents and families with pets. They also need more attention to security, privacy and damp from the soil.
Lifts: what happens when they stop
On high floors, daily life depends on the lifts. Before you buy, check:
- The number of lifts per tower and per flat. Long morning waits are common in towers with too few.
- Whether the lifts have an automatic rescue device that brings the car to the nearest floor in a power cut.
- Whether lifts are on power backup, and for how long.
- The maintenance contract and the latest inspection certificate.
- Whether there is a separate service or stretcher lift. For an elderly or unwell resident on the 20th floor, this matters.
Ask residents how often the lifts break down. For someone with limited mobility, a 4th-floor flat with reliable stairs may be the safer choice.
Fire safety: the upper-floor question
Fire safety is the issue most buyers overlook when choosing a high floor. Fire services can reach only part of a tall tower’s height from outside with aerial ladders and hydraulic platforms. Above that, firefighting depends on the building’s own systems: sprinklers, wet risers (pressurised vertical water pipes), fire-rated doors, pressurised staircases and compartmentation that stops fire and smoke spreading. Case studies of tower fires show that buildings with working internal systems tend to contain fires, while those without sprinklers suffer far greater spread.
Smoke is the bigger danger. In tall buildings, the stack effect can draw smoke up stairwells and shafts, which is why fire doors must stay shut and staircases must be pressurised or ventilated as designed. Lifts should not be used during a fire.
The National Building Code of India, published by the Bureau of Indian Standards, sets the fire and life-safety requirements that authorities rely on when approving high-rises. Before you buy on an upper floor:
- Ask for the current fire NOC for the tower, not just the original one.
- Check that sprinklers, smoke detectors and hydrant points are present in common areas and working.
- Walk the fire staircase. It should be clear, lit, and fitted with self-closing fire doors.
- Ask whether the society holds fire drills.
- Check whether there is a refuge area on the way down, if the building is tall enough to need one.
Structure, water and other practical points
- Earthquakes: Delhi lies in seismic zone IV, a high-risk zone. Floor level matters less than whether the building was designed and built to the code. Ask for the structural design certificate, and do not buy where alterations to columns or beams are visible.
- Water pressure: upper floors depend on pumps and overhead tanks. In some older Ghaziabad societies, residents report weak pressure on higher floors. Run the taps and shower on your target floor.
- Seepage: top floors are vulnerable to roof leaks and ground floors to damp. Check the ceiling and walls for stains after the monsoon.
- Power backup: ask whether backup covers the lifts and water pumps as well as flats.
Who should choose which floor
- Elderly residents or people with limited mobility: ground to 4th floor, near a lift and the stairs.
- Families with young children: low to middle floors, for quick evacuation and easier supervision of play areas. Check balcony railing heights on any floor.
- Working couples who value views and quiet: middle to upper floors, after checking fire systems and lifts.
- Investors: middle floors usually balance purchase price and resale demand.
- Top floor: only if you have checked the roof waterproofing and heat treatment, and can live with higher cooling bills.
Before you book: a floor checklist
- Get the floor-rise charge in writing, with the starting floor and whether it is on carpet or super area.
- Visit the actual floor at midday and in the evening.
- Check what the view will be once neighbouring towers are built.
- Count the lifts and ask about backup and rescue devices.
- Walk the fire staircase and ask for the fire NOC.
- Check water pressure on the target floor.
- For a top floor, ask when the roof was last waterproofed and treated.

Frequently asked questions
Which floor is best in a high-rise?
There is no single best floor. Middle floors often balance price, breeze, dust and evacuation time, while low floors suit elderly residents and upper floors suit those who value views and quiet.
How much is the floor-rise charge in NCR?
Builders set it themselves. One NCR guide puts it at about ₹25 to ₹75 per sq ft per floor, often starting from the 4th or 5th floor, with higher rates in premium Gurugram projects.
Is the top floor hotter in summer?
Yes. The roof slab takes direct sun all day and radiates heat inside. A reflective cool-roof coating can cut peak cooling demand by 11% to 27%, according to the US EPA.
Are upper floors unsafe in a fire?
Not if the building's internal systems work. Fire ladders reach only part of a tall tower, so upper floors depend on sprinklers, wet risers, fire doors and clear, pressurised staircases.
Does RERA regulate floor-rise charges?
RERA does not cap floor-rise or PLC amounts, but they must be disclosed in the cost sheet and agreement for sale. Builders cannot add undisclosed charges after you sign.
Which floor is best for senior citizens?
Ground to about the 4th floor, close to a lift and the stairs. This keeps evacuation short and avoids total dependence on lifts during breakdowns or power cuts.
