Bhiwadi and Dharuhera are twin towns on either side of the Haryana-Rajasthan border, a short drive off NH-48 (the Delhi-Jaipur highway) beyond Manesar. Dharuhera is in Haryana’s Rewari district; Bhiwadi is in Rajasthan, in the Alwar region. Together they form one of the NCR’s largest industrial clusters, and they are often marketed to Gurugram and Manesar workers as an affordable place to buy a gated-society flat. That can be true, but the two towns sit under different states, different planning authorities, different regulators and different rules, and they share some serious civic problems. This guide explains the differences and how to check a property in either town.

As of October 2026: details on rapid rail, planning and civic issues below come from reports and official pages available up to October 2026. District boundaries, RERA rules and RRTS plans have changed in recent years, so confirm the current position before you buy.

Two towns, two states: the basic differences

Point Bhiwadi (Rajasthan) Dharuhera (Haryana)
Planning and development authority Bhiwadi Integrated Development Authority (BIDA), set up for the special investment region notified under the Rajasthan Special Investment Region Act, 2016; industrial land through RIICO Haryana Town and Country Planning Department for licences; HSVP for its own sectors; HSIIDC for industrial estates
RERA regulator Rajasthan Real Estate Regulatory Authority Haryana RERA, Panchkula (HRERA Gurugram covers only Gurugram district)
Master plan Greater Bhiwadi master plan with a 2031 horizon, about 251 sq km across 99 villages Dharuhera development plan notified by Haryana TCP
Land use conversion Change of land use (CLU) from BIDA needed for non-industrial building in industrial zones licence and CLU rules under Haryana law
Stamp duty and registration Rajasthan rates and Rajasthan registration offices Haryana rates and the Rewari district registration system
Typical housing Large group-housing townships, many of them mid-segment, plus older plotted UIT sectors HSVP sectors with plots, licensed colonies and group housing near NH-48

The practical lesson: you cannot carry assumptions from one side of the border to the other. A project that looks like it is “in Dharuhera” may legally be in Bhiwadi, and vice versa. Check the village, tehsil and district on the title documents.

Geography and sectors

Bhiwadi grew around its industrial areas, with residential sectors developed earlier by the Urban Improvement Trust (UIT) and later by private developers. The master plan prepared for Greater Bhiwadi allocates about a quarter of its urbanisable land to industry, more than to housing, and divides the rest into residential, mixed-use, special-use and village (abadi) zones. Residential construction is not allowed in industrial zones without a CLU from BIDA, and land in abadi areas has its own regularisation rules. BIDA’s own website gives its headquarters as Bhiwadi, District Khairthal-Tijara. Khairthal-Tijara is a newer district carved out of Alwar, so older papers and many news reports still say Alwar. Check that the district on your title documents and registration papers is correct.

Dharuhera sits on NH-48 itself, which gives it the shorter drive to Manesar and Gurugram. Its planned sectors include HSVP-developed areas and licensed private colonies. The town has older market areas along the highway, and newer sectors spread away from it.

Connectivity and infrastructure status

Item Status (October 2026) What it means
NH-48 (Delhi-Jaipur highway) Built Main route to Manesar, Gurugram and Delhi; heavy truck traffic; toll on the way to Gurugram
Kherki Daula toll shift to Kukdola near Pachgaon MLFF tolling tender floated October 2026 Changes where commuters from Dharuhera and Bhiwadi pay toll; old plaza closes only once the new one runs
KMP Expressway Built Reachable via the Manesar side for freight and trips to Sonipat or Palwal
Delhi-Gurugram-Bawal Namo Bharat (about 93 km, Sarai Kale Khan to Bawal) Cleared by the Public Investment Board in November 2025; Union Cabinet approval awaited; survey done; completion target 2031 in reports Dharuhera has a planned station on the main line; the depot originally planned at Dharuhera moved to Panchgaon (June 2026)
Extension of rapid rail into Rajasthan beyond Bawal Proposed; earlier SNB terminus was cut back to Bawal for phase one Bhiwadi itself is not on the approved first-phase alignment
Metro None Car, bus and company transport dominate

Commute in practice

For most residents the daily trip is by car, company bus or shared transport along NH-48. Manesar and the IMT industrial belt are the realistic daily destinations; central Gurugram and Delhi are long trips, especially at peak hours with highway congestion and toll plazas. If Namo Bharat gets final approval and is built to plan, Dharuhera would gain a fast rail link to Gurugram and Delhi, but construction has not begun.

Civic issues you must check

Industrial effluent and waterlogging

For years, industrial wastewater from Bhiwadi has flowed towards Dharuhera, pooling on NH-48 and in Dharuhera’s residential colonies, especially in the monsoon. Both state governments have held repeated meetings. In 2023 the two states agreed on a closed conduit to carry Bhiwadi’s industrial waste to a common effluent treatment plant, and in February 2024 Rajasthan’s Chief Secretary directed the Bhiwadi municipal council to explore treatment plants and close other outlets. Residents have said similar directions were issued before without a lasting fix. Before buying in Dharuhera, or in low-lying Bhiwadi sectors near the border, visit after heavy rain and ask residents how bad the last monsoon was.

Air quality

Bhiwadi was among the Indian cities listed in the world’s 20 most polluted in IQAir’s World Air Quality Report 2024. Industrial emissions, dust and highway traffic all contribute. Families with children, elderly members or respiratory conditions should weigh this seriously and consider air purification costs.

Water and services

Groundwater is under pressure in this belt, and many townships depend on their own borewells and treatment plants. Ask about water quality tests, sewage disposal and how the society manages supply in summer.

Demand drivers and the product mix

Demand comes mainly from the industrial workforce in Bhiwadi, Dharuhera, Manesar and the wider NH-48 belt, along with buyers who want a large, affordable gated flat and are willing to commute. Bhiwadi has a particularly large stock of group housing townships, many of them aimed at mid-segment buyers; for example, Ashiana Housing launched a sixth phase of its Ashiana Tarang project in Bhiwadi’s Sector 24 in July 2025, with possession scheduled for May 2028 and the developer saying it was targeting buyers in the Rs 60 to 70 lakh range, including people relocating from Gurgaon. Dharuhera has more plots and floors in HSVP and licensed colonies. Resale markets in both towns are thinner than in Gurugram, so allow longer to sell.

Step-by-step: checking a Bhiwadi or Dharuhera property

  • Step 1: Confirm which state, district and tehsil the land falls in, from the title and land records.
  • Step 2: For Bhiwadi, look up the project on the Rajasthan RERA portal; for Dharuhera, on Haryana RERA’s Panchkula authority. Note the registered completion date.
  • Step 3: For Bhiwadi, check the land use on the Greater Bhiwadi master plan and get a copy of the BIDA CLU or approved layout. For Dharuhera, verify the DTCP licence or HSVP allotment.
  • Step 4: For ready homes, ask for the occupancy or from the relevant authority.
  • Step 5: Inspect the approach road and the site after rain, and ask about effluent and sewage overflow history.
  • Step 6: Check water source, quality reports and power backup arrangements.
  • Step 7: Work out stamp duty and registration under the correct state’s rules before you fix your budget.

Red flags

  • A seller who cannot say clearly whether the property is in Rajasthan or Haryana.
  • Plots in industrial or abadi zones sold as residential without a CLU or regularisation.
  • Projects registered with neither Rajasthan RERA nor Haryana RERA when they should be.
  • Marketing that shows a Namo Bharat station in Bhiwadi as approved.
  • Low-lying colonies near the border drain or highway with visible waterlogging marks.

Pros and cons

Pros Cons
Some of the lowest gated-housing prices in the NCR Long commute to Gurugram and Delhi; no metro
Large industrial job base on both sides of the border Severe air pollution in Bhiwadi
Established, occupied gated townships Recurring effluent and waterlogging problems around Dharuhera
Dharuhera’s planned Namo Bharat station could transform access RRTS still awaits final approval; target 2031
Wide choice between flats, plots and floors Two sets of state rules and thinner resale markets

Who Bhiwadi and Dharuhera suit

These towns suit people who work locally or in Manesar and want an affordable gated home close to work, retirees who value a quieter gated township and accept the pollution and commute trade-offs, and long-term investors who understand that rental demand comes from industrial workers rather than corporate tenants. They are a weak choice for daily commuters to central Gurugram or Delhi, for families particularly sensitive to air pollution, and for anyone expecting fast price appreciation from rail projects that are not yet approved.

Frequently asked questions

Which RERA covers Bhiwadi projects?

Bhiwadi is in Rajasthan, so projects register with the Rajasthan Real Estate Regulatory Authority. Dharuhera is in Haryana's Rewari district and falls under Haryana RERA's Panchkula authority.

Is there a Namo Bharat station in Bhiwadi?

Not on the approved first phase. The Delhi-Gurugram-Bawal corridor plans a station at Dharuhera, and the corridor awaited Union Cabinet approval in October 2026 with a 2031 completion target in reports.

Why does Dharuhera get waterlogged?

Industrial wastewater from Bhiwadi has long flowed towards Dharuhera, pooling on NH-48 and in colonies. The two states have agreed on measures such as a closed conduit to a treatment plant, but residents report the problem recurring.

What is BIDA?

The Bhiwadi Integrated Development Authority, which administers the Greater Bhiwadi master plan and issues change of land use permissions, including the CLU needed for non-industrial building in industrial zones.

Is Bhiwadi good for commuting to Gurugram?

It is workable for Manesar but long for central Gurugram or Delhi. There is no metro, and the daily trip is by road along NH-48 with toll and heavy truck traffic.
