Circle Rates in Gurugram: How They Set Your Registry Cost

Contents
If you are buying or selling a home in Gurugram, one government number sits quietly behind your registry bill: the circle rate. In Haryana it is called the collector rate. This guide explains the circle rate Gurgaon buyers and owners need to know in 2026-27. It covers how the rate is set, how to check it for your sector, and how it affects stamp duty, home loans and resale talks.
The figures below are as of 20 October 2026. Rates and rules change, so confirm your exact number on the official site or with the Sub-Registrar before you pay anything.
What a circle rate is, and what it is not
Collector rates, also called circle rates, are minimum property values notified by the government for registering land and property transactions. They are not the price of your flat or plot. Market prices in most of Gurugram already sit above them, according to one 2026 explainer that notes the circle rate is a minimum registrable value for stamp duty, while the market rate is what buyers and sellers negotiate.
The rule that matters for your wallet is simple. Stamp duty and registration charges are worked out on the circle-rate value or the actual transaction value, whichever is higher. So the circle rate works as a floor under your registry cost. It never works as a ceiling.
How Gurugram collector rates are revised
The process has a few steps, and the 2026-27 round followed them:
- Draft rates are published. The proposed 2026-27 rates were uploaded on the district website, with objections and suggestions accepted until 30 March, 4:30 pm.
- Objections are decided. A state order directed that objections on draft rates be decided by 31 March 2026, with revised rates enforced from 1 April 2026.
- Final rates take effect. The revised collector rates for Gurugram district came into effect from 1 April 2026.
On what the numbers are based, the Deputy Commissioner’s office said the revisions use the previous year’s registry data, prevailing market trends, and infrastructure development and local conditions.
Timing has not always been fixed to April. In 2018, the district administration revised rates again just two months after an earlier revision. One guide reports that for 2025-26, public consultations ran until 31 July 2025. We found no announcement of a mid-year change for 2026-27. Even so, check the date on any rate list you use.
What changed in 2026-27
The Deputy Commissioner’s office summarised the revision like this:
- Residential, agricultural and commercial land rates rose by an average of 15% to 30%.
- About 51% of the district area saw no change.
- Around 11% of areas saw increases of up to 75%, due to rapid development and higher market value.
The sharpest rises were along growth corridors. The proposed rates showed a surge of up to 67% in Sectors 104–115 on the Dwarka Expressway. That was the draft figure. The final number may differ, so read the final PDF for your sector. If you are comparing homes along that belt, our Dwarka Expressway guide gives area context.
Sample rates (verify before use)
The table below shows a few residential land rates for HUDA sectors. They are compiled by a property portal from the district website. Treat them as a sense of scale, not as a substitute for the official PDF.
| Location | Residential rate 2026-27 (₹ per sq yd) |
|---|---|
| DLF Phase II | 2,17,000 |
| Sector 15 | 1,49,600 |
| Sector 42 | 1,16,000 |
| Sector 22 | 1,04,600 |
| Sectors 104–106, 109–115 | 96,000 |
| Sector 7 | 86,500 |
Sources for these figures: DLF Phase II at ₹2,17,000, Sector 15 at ₹1,49,600, Sector 42 at ₹1,16,000, Sectors 104 to 115 at ₹96,000, and Sector 7 at ₹86,500, along with a 99acres table listing Sector 22 at ₹1,04,600.
Flats are priced differently from plots. A legal-services site summarising the official list shows group housing in Sectors 1–43 at ₹11,550 per sq ft, licensed independent floors at ₹9,700 per sq ft, and flats in Sectors 104 to 115 at ₹7,700 per sq ft. Again, confirm these on the official file.
How to look up your sector’s circle rate
- Open the district website, gurugram.gov.in.
- Find the ‘New Updates’ section on the homepage and click ‘Final Collector Rate Year 2026-27’. Another guide says the same rate lists can be reached through the site’s ‘Documents’ menu, so the layout may change.
- Pick the right tehsil. Rate PDFs exist for Gurugram, Badshahpur, Sohna, Manesar, Wazirabad, Farukhnagar, Pataudi, Kadipur and Harsaru. The Dwarka Expressway sectors, for example, fall under Kadipur and Harsaru tehsils.
- Find your sector or colony, then the property type: plot, floor, flat in group housing, commercial or agricultural.
- Note the unit. Plots are generally quoted per square yard and flats per square foot.
Two cautions. First, rates can vary within the same sector for different sub-localities, so match your exact location. Second, sources disagree on which flat area is used. One guide says collector rates for apartments apply to carpet area, not super area, while others describe built-up area. Ask the Sub-Registrar or your lawyer which measure applies to your flat. Do not rely on a blog or a broker for this.
How the circle rate sets your stamp duty and registry cost
Your registry cost has two parts: stamp duty and a registration fee. Both depend on the value used, which is the higher of your agreement price and the circle-rate value.
Stamp duty rates in Gurugram
| Buyer | Within municipal limits (urban) | Outside municipal limits |
|---|---|---|
| Male | 7% | 5% |
| Female | 5% | 3% |
| Joint (male + female) | 6% | 4% |
These are the rates quoted across 2026 guides: 7% for men, 5% for women and 6% joint in urban areas, with lower rates in rural areas. A guide citing the official Haryana document adds that the urban 7% includes 2% municipality duty, with a 2% exemption for women buyers. Whether your property is inside municipal limits is a factual check worth making before you budget.
Registration fee
Haryana’s registration fee is slab-based, not a flat percentage. The maximum registration fee is ₹50,000, no matter how high the property value goes. That cap applies to properties valued above ₹90 lakh. For most Gurugram homes, the fee is therefore a small part of the bill next to stamp duty.
Worked example 1: circle value higher than the deal price
These figures are hypothetical. Say a 200 sq yd plot sits in a sector where the notified rate is ₹80,000 per sq yd. The circle-rate value is 200 × ₹80,000 = ₹1.6 crore.
| Scenario | Value used | Stamp duty | Registration fee | Total |
|---|---|---|---|---|
| Agreed ₹1.5 crore, male buyer (7%) | ₹1.6 crore | ₹11.2 lakh | ₹50,000 | ₹11.7 lakh |
| Agreed ₹1.5 crore, female buyer (5%) | ₹1.6 crore | ₹8 lakh | ₹50,000 | ₹8.5 lakh |
| Agreed ₹1.9 crore, male buyer (7%) | ₹1.9 crore | ₹13.3 lakh | ₹50,000 | ₹13.8 lakh |
In the first row, you agreed ₹1.5 crore but pay duty on ₹1.6 crore. In the third row, the deal price is above the circle value, so the circle rate does not matter at all.
Worked example 2: what a revision can add
Suppose a 300 sq yd plot’s notified rate was ₹70,000 per sq yd and rises 30% to ₹91,000. The circle value goes from ₹2.1 crore to ₹2.73 crore, a rise of ₹63 lakh. If you agree to pay ₹2.1 crore, duty at 7% now applies to ₹2.73 crore. That is about ₹4.41 lakh more.
If your agreed price was already above the new circle value, the revision changes nothing for your duty. This is why a revision hits older, thinly priced properties and fast-rising corridors hardest.
How circle rates affect home loans
A lender does not simply lend on your agreement price. Home loans in India are sanctioned as a percentage of the lower of the agreement value and the bank valuation. The valuation comes from a valuer empanelled by the lender. Circle rate is a separate figure, and practices differ by lender. Ask yours which figures it uses.
Loan-to-value (LTV) limits matter too. RBI’s LTV norms are commonly reported as up to 90% for loans up to ₹30 lakh, up to 80% for ₹30–75 lakh, and up to 75% above ₹75 lakh. Check the current limits with your lender.
Worked example 3: a valuation gap
This example is hypothetical. You agree to buy for ₹1.2 crore and plan a 75% loan of ₹90 lakh. The lender’s valuer says ₹1.1 crore. The loan is now 75% × ₹1.1 crore = ₹82.5 lakh. You must find ₹7.5 lakh more from your own funds. Stamp duty and registration are still on top of that.
The circle rate matters here in an indirect way. A higher circle value raises your stamp duty bill, so the cash you must arrange up front goes up even if the loan stays the same. Before you commit, compare the new-launch options on the new projects in Gurugram page with your total budget, including registry costs.
Circle rates and resale negotiation
For resale, the circle rate sets a practical floor for the deal. A property cannot be registered below the notified circle rate. Haggling the price below the circle value does not reduce the stamp duty, because duty is charged on the higher figure.
There is a tax angle as well. For the seller, if the sale consideration is less than the stamp duty value, the stamp duty value is deemed the sale consideration for capital gains. A tolerance applies: the rule bites only if the stamp duty value exceeds 110% of the actual consideration. For the buyer, a price more than 10% below the stamp duty value can create a tax cost, as the shortfall may be taxed as income. The Income-tax Act, 2025 took effect on 1 April 2026. One guide says Section 50C now maps to Section 78, so ask your CA which section applies to you.
Worked example 4: a resale deal
This is hypothetical. A seller and buyer agree ₹80 lakh for a flat, but its circle-rate value is ₹95 lakh.
- Stamp duty for a male buyer at 7% is calculated on ₹95 lakh, which is ₹6.65 lakh. On ₹80 lakh it would have been ₹5.6 lakh, so the circle rate adds about ₹1.05 lakh.
- The registration fee is ₹50,000, since the value is above ₹90 lakh.
- The ₹95 lakh value is above 110% of ₹80 lakh (₹88 lakh). The seller’s capital gain could therefore be computed on ₹95 lakh, even though they received only ₹80 lakh.
The practical lesson is to use the circle value as a reference point when you set an offer. A price well below it can cost you or the seller in tax and duty, even though the headline price looks lower.
A quick checklist before you sign
- Download the final 2026-27 rate PDF for your tehsil and note its date.
- Match your sector, sub-locality and property type exactly.
- Confirm the area measure used for flats (carpet or built-up).
- Check whether the property is inside municipal limits for the stamp duty rate.
- Calculate duty on the higher of your price and the circle value.
- Ask your lender how it values the property and what LTV applies.
- Talk to a CA about capital gains rules if the price is below the circle value.
If you are still shortlisting, you can search all projects by city and builder. Our Gurugram guide also covers the main micro-markets.
What is still uncertain
- Several third-party sites reproduce rate tables. We could not check every figure against the official PDFs, so verify your number on gurugram.gov.in.
- Sources conflict on small details, such as registration slab amounts in the middle bands and the area used for flats. Confirm these with the Sub-Registrar.
- We found no announced date for the next revision. Do not assume rates will stay unchanged for the full year.
