Ghaziabad Circle Rates: How to Check and Why They Matter

Contents
If you are buying or selling a flat, floor or plot in Ghaziabad, one number shapes your paperwork more than most: the circle rate. It decides the minimum value on which you pay government charges, whatever price you and the seller have agreed.
This guide explains where to check the circle rate in Ghaziabad, how the district revises it, and what it does to your stamp duty and declared value. Where facts are still unsettled, we say so.
What is a circle rate?
A circle rate is a government-set minimum value for land or property in a given locality. In Uttar Pradesh the District Magistrate sets it for each mohalla, colony or village. Locally you will also hear it called the DM rate, and the state’s valuation list is called the Mulyankan Suchi.
It is not the market price. It is a floor used to calculate stamp duty and registration charges. Market prices can sit above it, and sometimes close to it.
Where to check the circle rate in Ghaziabad
The official source is the Stamp and Registration Department’s portal, IGRSUP. The website is igrsup.gov.in. One legal-information site points out that you do not need a third-party aggregator for the number the sub-registrar will actually apply.
The steps below follow what several guides describe. The portal layout changes from time to time, so your screens may look different.
- Open igrsup.gov.in and find the property valuation (Mulyankan) section. It is often labelled Maulyangan.
- Select Ghaziabad as the district, then the tehsil or sub-registrar office, since circle rates are defined at that level.
- Choose the locality, and where asked, the property type (plot, flat, commercial) and road type.
- Read the rate. It is usually quoted per square metre.
One thing to know: some descriptions of the portal talk about a search form, while others describe a downloadable list. One guide says the rate lists are published as downloadable PDFs per district, not a unified search form. A district government page also simply points users to the portal’s rate list page at igrsup.gov.in/igrsup/getUploadedRateList. If the website is confusing, you can also visit your local sub-registrar office for the area-specific figure.
Read the rate carefully
- Unit: Ghaziabad rates are listed per square metre. Do not mix them up with square yard or square foot figures.
- Road width: Many localities have three rates depending on the road in front of the property.
- Property type: Land, flats and commercial space carry different valuations.
- Date: Make sure the list is the one currently in force, not an old or draft list.
Indicative Ghaziabad rates by locality
The table below shows residential land rates for a few popular localities, as listed by a property-services website. Treat it as a guide only. Another rate-compilation site lists the same Kaushambi, Surya Nagar, Vasundhara and Kavi Nagar slabs. Always confirm against IGRSUP before you rely on any figure.
| Locality | Up to 9 m road (₹/sq m) | 9–18 m road (₹/sq m) | Above 18 m road (₹/sq m) |
|---|---|---|---|
| Kaushambi | 93,000 | 97,000 | 1,03,000 |
| Vaishali (Sectors 1–5, X) | 87,000 | 92,000 | 97,000 |
| Indirapuram (Khand areas) | 85,000 | 90,000 | 95,000 |
| Vasundhara (Sectors 1–19) | 72,000 | 76,000 | 80,000 |
| Kavi Nagar (Blocks C, D, K, L) | 62,000 | 65,000 | 68,000 |

If you are comparing areas, our Ghaziabad locality guide and the page for Indirapuram give context on each neighbourhood.
How circle rate revisions work
There is no fixed calendar. Ghaziabad’s process in recent years has followed a pattern:
- Survey. Sub-registrars and revenue officers check what properties are actually selling for.
- Draft. Draft rates are published for public objection before the final list is notified.
- Objections. In 2025, residents were invited to submit objections at tehsil or sub-registrar offices until 30 September.
- Review and notification. The 2025 draft was to be reviewed in a meeting on 4 October before final notification.
What happened in the last few cycles
- In September 2024, circle rates rose by an average of 15%.
- Before that, rates stayed unchanged for FY 2022-23 and 2023-24.
- In 2025, the draft proposed rises of up to 40%. For example, Indirapuram land was proposed to go from ₹85,000 to ₹98,000 per sq m.
- That large hike did not go through. According to one report, the administration did not implement the proposed 40% hike and kept the 2024-25 rates for 2025-26.
The lesson: a proposal is not a rate. Draft figures that circulate on property websites can be wrong for months after they lapse.
Is a revision coming now?
As of 20 October 2026, we could not find a final notified revision for Ghaziabad. One property-services page, marked as verified on 17 October 2026, says the district began fresh surveys in July 2026, and a draft, an objection window and a final notification still lie ahead. That is a secondary source, not a government notice.
One news aggregator also reported that Uttar Pradesh planned a uniform system for setting circle rates and calculating stamp duty across all 75 districts from 15 August 2026. We could not confirm what this means for Ghaziabad’s list. Check IGRSUP or your sub-registrar office before you sign anything.
How circle rate affects stamp duty
In Uttar Pradesh, stamp duty is charged on the market value or circle rate, whichever is higher. Ghaziabad follows the state rates, and the registration fee is a flat 1% for all buyer categories.
So if you agree to buy at ₹80 lakh but the circle-rate value of the property is ₹90 lakh, your government charges are worked out on ₹90 lakh. Paying less on paper does not lower the bill below the circle-rate value.

The women’s rebate
On 22 July 2025, the Uttar Pradesh Cabinet approved a one per cent stamp duty discount on property worth up to ₹1 crore bought in a woman’s name, up from a ₹10 lakh limit with a maximum discount of ₹10,000. The saving is therefore capped at ₹1 lakh.
Reports differ on how the rebate works above ₹1 crore, and some tables show different results. Ask the sub-registrar office before you decide how to structure ownership of a higher-value home.
Worked example 1: what you pay at registration
Take an ₹80 lakh property where the circle-rate value is no higher than the agreement price. A local guide puts registry charges at ₹80,000, with stamp duty of ₹5.6 lakh for a male buyer or ₹4.8 lakh for a woman buying in her own name.
| Property value | Man: stamp duty + registration | Woman: stamp duty + registration |
|---|---|---|
| ₹50 lakh | ₹3.5 lakh + ₹0.5 lakh = ₹4.0 lakh | ₹3.0 lakh + ₹0.5 lakh = ₹3.5 lakh |
| ₹80 lakh | ₹5.6 lakh + ₹0.8 lakh = ₹6.4 lakh | ₹4.8 lakh + ₹0.8 lakh = ₹5.6 lakh |
| ₹1 crore | ₹7.0 lakh + ₹1.0 lakh = ₹8.0 lakh | ₹6.0 lakh + ₹1.0 lakh = ₹7.0 lakh |
These figures are our own arithmetic on the rates above. They exclude legal fees, document charges and any other local costs.
Worked example 2: when circle rate is higher than your price
This is a hypothetical case. A buyer agrees to pay ₹80 lakh. The circle-rate value for the property is ₹90 lakh.
- Stamp duty (man, 7% of ₹90 lakh): ₹6.30 lakh
- Registration (1% of ₹90 lakh): ₹0.90 lakh
- Total: ₹7.20 lakh, against ₹6.40 lakh if charged on ₹80 lakh
The extra ₹80,000 comes purely from the circle-rate floor.
Worked example 3: effect of a revision
Another hypothetical case. A 100 sq m residential plot sits on a 9–18 m road in Vasundhara, at the indicative rate of ₹76,000 per sq m.
- Circle-rate value: 100 × ₹76,000 = ₹76 lakh
- Stamp duty and registration for a man (8%): ₹6.08 lakh
Now suppose the rate rises by 15%, similar to the 2024 average, to ₹87,400 per sq m. The value becomes ₹87.4 lakh. At 8%, government charges come to ₹6.99 lakh. That is about ₹91,000 more for the same plot, if the agreed price stays at or below the new circle value.
A revision can also affect the timing of a purchase, but we cannot say whether it will help or hurt you without knowing the final notified rates.
Circle rate and declared value: the tax side
The circle rate matters for income tax as well as stamp duty. If a property is sold for less than its stamp duty value, tax rules can treat the higher value as the sale price for the seller’s capital gains. One explainer warns that the same difference can be taxed twice, as extra capital gain for the seller and as income for the buyer.
There is a tolerance band. One guide explains that if the stamp duty value is no more than 110% of the declared price, the declared price is accepted. The Income-tax Act, 2025 replaced the 1961 Act from 1 April 2026 and renumbered its sections. One chartered accountant’s note says the 10% tolerance continues under Section 78 of the 2025 Act. Check the current wording with a tax adviser.
Worked example 4: inside and outside the band
- Agreed price ₹80 lakh, stamp duty value ₹86 lakh. The limit is 110% of ₹80 lakh, which is ₹88 lakh. The gap is within it, so ₹80 lakh is accepted for tax.
- Agreed price ₹80 lakh, stamp duty value ₹95 lakh. This is above ₹88 lakh. A similar published example says the capital gains calculation may use the higher circle value, even though the seller received only ₹80 lakh.
This is general information, not tax advice. If your agreed price is well below the circle-rate value, speak to a chartered accountant before signing the agreement.
Practical checklist before you register
- Check the rate for your exact locality, property type and road width on IGRSUP, or ask the sub-registrar office.
- Note the date of the rate list you are using.
- Work out stamp duty on the higher of circle value and agreed price.
- Compare ownership options (sole, joint, woman-owned) and confirm the current rebate rules in writing.
- Keep a buffer in your budget in case rates are revised before registration.
- If you pay in instalments for an under-construction home, ask the builder or your lawyer which rate applies and on what date. We could not verify a single rule on this, so get it in writing.
When you are shortlisting homes, browse new projects in Ghaziabad and add the government charges to every budget. The Raj Nagar Extension guide is another good place to compare an area before you decide.
Other places the circle rate appears
The circle rate can also be used outside registration. In 2021, the Ghaziabad municipal corporation proposed a property tax model in which rental values would be linked to the district magistrate’s circle rates. We have not confirmed whether that is in force today, so check with the municipal corporation if you own property there.
The bottom line
The circle rate is a minimum, not a price. Look it up for your exact locality, remember that it may be revised, and plan for stamp duty and registration at roughly 7–8% of the higher of the circle value or your agreed price. For anything borderline, confirm with the sub-registrar office and a qualified adviser.
