About Hubballi
Overview of Hubballi
Hubballi (Hubli) is the commercial centre of north Karnataka and forms a twin city with Dharwad, the education and administrative town about 20 km to the west. Together they are one of Karnataka's largest urban areas outside Bengaluru, and Hubballi is the trading, rail and air hub for the Kittur Karnataka region.
Planning is led by the Hubballi-Dharwad Urban Development Authority (HDUDA), which plans for urban areas and expansion zones. The Hubballi-Dharwad Municipal Corporation (HDMC) runs local services. A recent report says HDUDA is revising the master plan as the land under its control rose from about 23,000-24,000 hectares to 27,000-28,000 hectares after the city joined the AMRUT scheme. The same report notes that many illegal layouts have appeared in the twin cities, which matters when you buy a plot.
The city grew around trade in cotton, grain and metal, and today its residential areas include Vidyanagar near the medical college, Keshwapur, Gokul Road, Navanagar and Old Hubballi. Newer layouts and apartments have spread along the roads toward Dharwad, Gokul Road and Unkal. The usual housing is a mix of apartments, independent houses, and plots in layouts.
For a buyer, the twin-city structure matters. Many people live in one city and work, study or seek treatment in the other, so the 20 km link between them, by road or BRTS, shapes daily life. Homes near the bus corridor or the NH 48 bypass are easier to reach from both ends, while homes deep inside older neighbourhoods may have narrow access roads.
Connectivity
Hubballi Airport has scheduled flights to cities such as Bengaluru, Mumbai, Goa, Belagavi and Pune, though sources differ on the exact list, and a new terminal is being built. IndiGo, Star Air and Alliance Air are named as operators. Routes change often, so check airline schedules before relying on them.
Hubballi Junction is a major railway junction on the Bengaluru to Pune and Mumbai line. In October 2025, the Union minister said a proposal to upgrade the station at roughly Rs 400 crore had been sent to the Railway Board. The same report mentioned a Tumakuru-Chitradurga new line, expected in 2028, which would cut the Hubballi-Bengaluru journey time by an hour or more.
Road access is on NH 48 (Pune-Bengaluru). The NHAI has issued a tender for upgrading the Hubballi-Dharwad bypass to six lanes, at an estimated Rs 799 crore with a 2.5-year completion period; the date and award status are not clear from sources. Between Hubballi and Dharwad, the Chigari BRTS (bus rapid transit) corridor of about 22 km has run since October 2018, with reports of roughly 85,000 to 90,000 daily riders on the corridor. The same reports mention poor maintenance and private vehicles straying into the bus lanes.
| Link | Detail | Note |
|---|---|---|
| Hubballi Airport | Domestic flights | New terminal under construction |
| Hubballi Junction | Rail to Bengaluru, Pune, Mumbai, Goa routes | Upgrade proposal reported |
| NH 48 bypass | Hubballi-Dharwad | Six-laning tender issued; status unclear |
| Chigari BRTS | About 22 km corridor to Dharwad | Operating since 2018 |
There is no metro. Local travel is by autos, city buses and two-wheelers, and the BRTS is useful for Hubballi-Dharwad trips.
Schools, colleges, hospitals and shopping
The twin city is a major education centre. KLE Technological University (formerly BVB College of Engineering and Technology) is in Hubballi, Karnatak University and the Karnataka State Law University are in the twin city area, and IIT Dharwad and IIIT Dharwad are in Dharwad. SDM College of Engineering and Technology is also in Dharwad. Many CBSE, ICSE and state-board schools serve the area.
For healthcare, the Karnataka Medical College and Research Institute (long known as KIMS) near Vidyanagar is described as the largest multi-specialty hospital in north Karnataka, on a 100-acre campus. KLE JGMM Medical College in Hubballi and SDM College of Medical Sciences at Sattur, Dharwad, also appear in listings. Verify distances from your specific address.
Shopping includes the old market areas along with newer retail on Gokul Road and Vidyanagar. A revamped central bus terminal was unveiled under the Smart City programme.
Education options are spread across both cities, so a family with children should map school and college locations first, then look at homes within a comfortable ride. Hospital access is similar: the large campuses are fixed, and ambulance routes depend on which roads you can reach quickly.

Civic matters
Water
Water is the main civic concern. A World Bank-assisted 24x7 water project draws mostly from the Malaprabha reservoir (about 220 MLD) with some from Neersagar (about 25 MLD). Reports say it is delayed: about 40 percent progress in 2025, 11 wards with 24x7 supply and 25 wards with daily supply, and a completion date now mentioned as around mid-2027. The corporation has also struggled to pay its share, with a total project cost of about Rs 1,230 crore. A 2025 study found few households with full 24x7 coverage. In dry years the city relied on Malaprabha when Neersagar ran low. Ask the street's residents how often water comes.
Where supply is still not round-the-clock, a building's own storage matters more. Ask about overhead tank capacity, borewell use and any shared sump arrangements in an apartment building. Also ask about power backup for lifts and pumps, and whether the builder or the resident association maintains them.
Layouts and approvals
Because unauthorised layouts are widespread, always check the HDUDA approval, land conversion and the khata type. Building height rules were proposed to rise from 11.5 m to 15 m in normal cases; check whether that was adopted before relying on it.
We did not find documented flooding, stalled projects or insolvency proceedings specific to Hubballi in the sources checked. Check the RERA portal and court records for the builder you are considering.
If a locality has had recent road, drain or pipe works under the Smart City or water projects, expect some disruption while work continues, and ask the corporation for the schedule.
Infrastructure underway or planned
- 24x7 water supply: in progress, with completion reported as slipping to around 2027.
- Hubballi-Dharwad bypass six-laning: tender issued, Rs 799 crore; progress not confirmed.
- Hubballi railway station upgrade: proposal of about Rs 400 crore sent to the Railway Board in 2025.
- Hubballi-Ankola railway line: a revised project report was discussed in 2025; the project has faced environmental opposition and court hearings.
- Airport terminal: a new, larger terminal is under construction.
Pros and cons
Pros
- Air, rail, and highway links, plus a BRTS to Dharwad.
- Strong education and healthcare for the region.
- Large urban area with a regional job base in trade and services.
Cons
- 24x7 water supply is delayed and uneven.
- Many unauthorised layouts.
- No metro and limited flight frequency compared with large metros.
Who Hubballi suits
Decide first which of the two cities you will spend most of your day in, since that sets your commute.
It suits families linked to trade, education and healthcare in north Karnataka, students and faculty at the Dharwad campuses, and buyers wanting a mid-sized city with rail and air links. It suits those who need a big-metro job market less well.
Pre-purchase checklist
- Search the project on Karnataka RERA (rera.karnataka.gov.in) and note the registration number.

- Check the khata, title and encumbrance records with a lawyer.
- Ask which ward you are in and whether it has daily or 24x7 water yet.
- Check the road width and access to the BRTS or main road.
