Gurugram’s for 2026-27 came into force on 1 April 2026, and the increases were concentrated in exactly the corridors where most new homes are being bought: Dwarka Expressway, Golf Course Extension Road and the Southern Peripheral Road belt, with smaller moves in New Gurgaon and Sohna. If you are comparing projects across these corridors, the collector rate is part of your real cost, because Haryana charges on the higher of the deed value and the collector value. This guide focuses on the 2026 revision: what changed corridor by corridor, which tehsil list your sector sits in, how flats and plots are priced differently, and what it means for your registry bill.

The 2026-27 revision in brief

  • Legal basis: the Haryana Revenue and Disaster Management Department’s order dated 27 March 2026 required objections to drafts to be settled by 31 March and the revised rates applied from 1 April 2026, valid until 31 March 2027.
  • Issuing office: the Deputy Commissioner of Gurugram, acting as Collector, with the district revenue staff and sub-divisional officers.
  • Scale: the district administration described an average rise of 15 to 30 percent across residential, agricultural and commercial land. About 51 percent of the district’s area saw no change, while around 11 percent saw increases of up to 75 percent.
  • Basis: previous year’s registry data, market trends and new infrastructure.

Find your tehsil first

Gurugram district publishes separate lists for each tehsil and sub-tehsil. Using the wrong one is the most common mistake. The mapping below combines the final 2026-27 lists we could open (Gurugram, Wazirabad, Kadipur, Manesar, Harsaru) with reported mappings for the others; confirm against the PDF for your property.

Tehsil or sub-tehsil Areas commonly listed
Gurugram Sectors 1 to 43 (older HSVP sectors), Palam Vihar, DLF Phase II; the final list also has entries for Sectors 104 to 106 and 109 to 115 on Dwarka Expressway
Badshahpur Reported to include Sectors 64 to 72 (much of Golf Course Extension Road and SPR); we could not open this list
Wazirabad Final list includes Sectors 25 to 32A, 40 to 43, 50 and 57 to 63A (part of Golf Course Extension Road)
Kadipur Final list includes Sectors 9 to 10A, 33 to 37D, 71 to 75A and 99 to 110 (much of Dwarka Expressway)
Harsaru Harsaru villages, Sectors 88 to 89B, 94 and 95 to 95B
Manesar IMT Manesar and New Gurgaon Sectors 76 to 90, plus Sector 36A
Sohna Sohna town, Bhondsi, licensed colonies on Sohna Road and around
Pataudi, Farrukhnagar Towns and adjoining villages

Step-by-step lookup

  • Step 1: Get your sector, revenue village and the sub-registrar named in your builder’s or seller’s draft deed.
  • Step 2: On the Gurugram district website (gurugram.gov.in), open the collector rate section and download the final 2026-27 PDF for that tehsil. The site did not load when we checked in October 2026, but copies of the final lists for Tehsil Gurugram and the Wazirabad, Kadipur, Manesar and Harsaru sub-tehsils were on the Haryana urban local bodies property portal (property.ulbharyana.gov.in). We could not find the Badshahpur or Sohna lists there.
  • Step 3: Find the correct category: residential plot in a licensed colony or HSVP sector, group housing flat, independent floor, commercial, or agricultural land.
  • Step 4: Note the unit. Group housing flats and floors are usually quoted per sq ft; residential plots per sq yard.
  • Step 5: Check any project-specific or colony-specific entry, which overrides the general sector rate.
  • Step 6: Confirm with the sub-registrar or a deed writer before paying the e-challan.

Corridor bands: what was reported

We checked these corridors against the final 2026-27 lists for Tehsil Gurugram and the Wazirabad, Kadipur, Manesar and Harsaru sub-tehsils. Figures marked “secondary” come from other sources and were not in the lists we could open. Residential plot rates are per sq yard; flat rates are per sq ft. Use them to understand direction and scale, and take your deed value from the list for your tehsil.

Corridor What was reported Type of figure
Dwarka Expressway Tehsil Gurugram list: flats in licensed group housing in Sectors 104 to 115 Rs 7,700 per sq ft (from Rs 7,000); residential plots in Sectors 104 to 106 and 109 to 115 Rs 96,000 per sq yard (up 45 percent), commercial Rs 2,24,800 (up 30 percent). Kadipur list: group housing in Sectors 99 to 110 Rs 6,000 per sq ft (from Rs 5,500); residential Rs 83,520 per sq yard (up 45 percent) Final list
Golf Course Extension Road, Sectors 58 to 63A Wazirabad list: Sector 63 residential Rs 93,960 per sq yard (up 45 percent from Rs 64,800); Sector 59 also up 45 percent; Sector 60 up 75 percent to Rs 1,13,400; Sectors 58, 62 and 63A up 15 to 25 percent Final list

Golf Course Road (ultra-luxury apartments) About Rs 43,340 per sq ft, up from Rs 39,400 Secondary (not found in the lists we opened)
New Gurgaon Manesar list: group housing by private developers in Sectors 76 to 87 (including 79A and 79B) Rs 7,700 per sq ft (from Rs 7,000), Sector 90 Rs 8,300, Sector 36A Rs 8,500. Harsaru list: flats in Sectors 88 to 89A Rs 7,000 per sq ft (from Rs 5,500) Final list
Sohna Group housing in licensed colonies about Rs 6,000 per sq ft; licensed floors about Rs 6,500; residential land in new sectors about Rs 42,510 per sq yard; one premium belt up to Rs 52,000 per sq yard Secondary, one source (Sohna list not found)
Older HSVP sectors (Gurugram tehsil) Licensed group housing in Sectors 1 to 7, 12 to 17, 21 to 23A, 38, 40, 42 and 43 Rs 11,550 per sq ft (from Rs 9,000); Sector 15 residential Rs 1,49,600 per sq yard (up 60 percent from Rs 93,500) Final list

What the revision means for your registry cost

Commonly cited Haryana stamp duty rates on a within municipal limits are 7 percent for men, 5 percent for women and 6 percent for joint male-female buyers (2 percentage points lower outside municipal limits). is slab-based and capped at Rs 50,000 for values above Rs 90 lakh, according to the fee schedule on the Haryana revenue department’s portal.

Example 1: new flat on Dwarka Expressway

Take a 1,800 sq ft flat (on the area basis the list uses) at the reported Rs 7,700 per sq ft: the collector value is Rs 1,38,60,000. If the builder price is Rs 2.4 crore, duty is on Rs 2.4 crore: Rs 16,80,000 at 7 percent for a man or Rs 12,00,000 at 5 percent for a woman, plus a Rs 50,000 registration fee. In most new-launch purchases the collector rate is well below the deal value, so the 2026 increase does not change the bill.

Example 2: plot on Golf Course Extension Road

Using the final Wazirabad list, a 250 sq yard residential plot in Sector 63 moved from Rs 1,62,00,000 (at Rs 64,800 per sq yard) to Rs 2,34,90,000 (at Rs 93,960). On a deal at Rs 2.2 crore, duty earlier would have been on Rs 2.2 crore (Rs 15,40,000 at 7 percent). Now it is on Rs 2,34,90,000, which is Rs 16,44,300, or Rs 1,04,300 more. Because that is about 107 percent of the price, the 10 percent income-tax tolerance is not breached; a deal at Rs 2 crore would be at about 117 percent and would breach it.

Example 3: Sohna resale flat

For a 1,400 sq ft flat in a licensed colony at the reported Rs 6,000 per sq ft, the collector value is Rs 84 lakh. A resale deal at Rs 80 lakh would pay duty on Rs 84 lakh: Rs 5,88,000 at 7 percent instead of Rs 5,60,000. The Rs 84 lakh value is 105 percent of the price, so within the tax tolerance.

Flats and plots are priced differently

  • Flats: a per sq ft rate for group housing, often with separate entries for affordable housing, EWS and cooperative societies. Sources disagree on whether the rate applies to carpet, built-up or , so check how your SRO applies it.
  • Plots and houses: a per sq yard land rate, plus construction value for built houses, with project or colony entries where notified.
  • Independent floors: often have their own per sq ft entry in licensed colonies.
  • Commercial: retail, office and mall space carry separate, much higher entries.

What to check and red flags

  • A rate taken from the wrong tehsil. Dwarka Expressway alone spans more than one list.
  • Square Yards’ April 2026 projections or old draft figures presented as notified rates.
  • The unit and area basis for flats, and whether a project-specific entry exists.
  • Inside or outside municipal limits: this changes the duty rate by 2 percentage points.
  • Resale deals priced more than 10 percent below the collector value; they create income-tax exposure for both sides.
  • Cash components or under-recorded parking and store rooms.

Tips for 2026 buyers

  • When comparing a Dwarka Expressway resale with a Golf Course Extension Road resale, add duty on the higher of price and collector value to each, not just the price.
  • If you are buying a plot or older floor whose market price has not kept up with the new rate, negotiate knowing the duty floor has moved.
  • Keep a copy of the PDF page used for your deed with your property papers.
  • The next revision is due for 2027-28; draft lists usually appear in the weeks before April.

As of October 2026: Gurugram’s 2026-27 collector rates apply from 1 April 2026 to 31 March 2027. Corridor figures marked “final list” come from the official 2026-27 lists we could open; the Badshahpur and Sohna figures are from secondary sources. Confirm with the district list and the sub-registrar before paying stamp duty.

Frequently asked questions

When did Gurugram's new collector rates take effect?

The 2026-27 collector rates apply from 1 April 2026 to 31 March 2027, under a Haryana order dated 27 March 2026.

How much did Gurugram collector rates rise in 2026?

The district administration described an average rise of 15 to 30 percent, with about 51 percent of the district unchanged and around 11 percent seeing increases of up to 75 percent in high-growth corridors.

What is the collector rate for flats on Dwarka Expressway?

The final 2026-27 list for Tehsil Gurugram gives Rs 7,700 per sq ft for flats in licensed group housing in Sectors 104 to 115. The Kadipur sub-tehsil list gives Rs 6,000 per sq ft for group housing in Sectors 99 to 110, and the Manesar list Rs 7,700 for group housing in Sector 84, which that list places on Dwarka Expressway. Sectors 76 to 78 are at the same rate in the Manesar list but sit on the NH-48 side of New Gurgaon, not on Dwarka Expressway. The right entry depends on the revenue village and sub-registrar named in your deed.

Which tehsil list covers my sector?

The final lists show Dwarka Expressway sectors in both the Tehsil Gurugram and Kadipur lists, Golf Course Extension Road Sectors 58 to 63A in the Wazirabad list, and New Gurgaon sectors in the Manesar and Harsaru lists. Sectors 64 to 72 and Sohna Road colonies are reported to fall under Badshahpur and Sohna. Check the sub-registrar named in your draft deed.

Does a higher collector rate raise stamp duty on a new flat?

Only if the collector value exceeds your deal price. For most new launches the builder price is higher, so duty is charged on the price and the revision has no effect.
