The advisory

On 14 August 2026 the Haryana Real Estate Regulatory Authority, Gurugram (HARERA) issued a public advisory warning homebuyers not to book or buy any unit – plot, flat, villa or apartment – in a project that is not registered with the authority.

  • Buyers should check the authority’s portal for the registration certificate, registration number, approved site address and the project’s official website before paying anything.
  • Promoters were told not to publish pre-launch advertisements, marketing material or promotional offers for unregistered projects; the authority said it had noticed misleading ads.
  • Agents must be registered under Section 9 of the RERA Act to sell units, even in registered projects.
  • Advertising, booking or selling units in an unregistered project is a punishable offence, and the authority said it may act against promoters and agents.

Why now

Gurugram has seen record launches in 2026 – HRERA approved 51 projects in the first half alone – and “soft launches” before registration have become common, with channel partners collecting expression-of-interest cheques or online “priority passes”. These payments are often described as refundable, but because the project is not yet registered, the buyer has little protection if the terms change or the project never materialises.

What it means for buyers

The rule is simple: no registration, no payment. Once a project is registered, the price list, carpet areas, completion date and escrow (separate) account are on record and enforceable. Before that, nothing is.

How to verify a Gurugram project

  • Search the project or promoter on the HRERA Gurugram portal and download the registration certificate.
  • Match the licence number, land area and phase on the certificate with what the sales team shows you.
  • Check the agent’s own HRERA registration number.
  • Make sure cheques are drawn in favour of the project’s RERA account, not a group company or an agent.

Because Haryana RERA’s website can be slow to load, keep a copy of the certificate once you find it.

Buyers who have already paid an EOI for a project that is still unregistered should ask for a written refund commitment, keep payment proofs, and avoid adding money until registration is granted.
