Two versions of progress

Jaypee Wish Town in Noida’s Sectors 128-134 is the largest stalled township in NCR, taken over by Suraksha Group under an insolvency resolution plan. At a press conference on 30 July 2026, Suraksha said it had completed construction of 84 towers with 7,913 homes out of 159 stalled towers. It said occupancy certificates (OCs) had been received for 42 towers (4,213 homes) and applied for in another 26 towers. The company has also said it plans to invest about Rs 3,000 crore over two years and deliver every pending flat by September 2028.

At the end of September, a group of buyers met Noida Authority officials with a different picture. They said possession had not been offered in some towers even after OCs were issued, because lifts were not working, fire-safety systems were incomplete, and water and sewage lines were unfinished. They also complained of falling plaster in finished towers and asked for an independent probe. The state government has set up a committee to check progress and use of funds.

What it means for buyers

An OC confirms that a building meets approved plans and safety norms at the time of inspection; it does not guarantee that the developer has completed every service. Buyers in the Wish Town clusters should treat the OC as a necessary step, not proof of habitability.

The resolution plan approved by the tribunal binds Suraksha to deliver as per the timelines it promised and requires a monitoring committee to report construction progress. Buyers can use those monthly reports to hold the developer to its schedule.

What to check

  • Whether your tower has an OC (or part-OC) and the date issued.
  • A snag list at handover covering lifts, fire NOC compliance, water and power connections – record everything in writing before signing possession papers.
  • Registry status and the stamp duty payable; registry depends on the developer clearing dues with the authority.
  • Resale buyers in Kosmos, Klassic, Knight Court and other Wish Town clusters should confirm the original allottee’s claim was admitted in the insolvency process.

Buyers who have already moved in should also ask the developer for maintenance accounts and the timeline for handing common areas to a residents’ association, since unfinished services often become a maintenance-charge dispute later.
