About Navi Mumbai
Overview: where Navi Mumbai is and who plans it
Navi Mumbai is a planned city across the harbour from Mumbai, in Thane and Raigad districts of Maharashtra. It was conceived as a counter-magnet to Mumbai, and the City and Industrial Development Corporation (CIDCO) planned it in the 1970s as a set of 14 nodes. The Navi Mumbai Municipal Corporation (NMMC), formed in December 1991, took over seven of those nodes in January 1992 and covers about 343.7 sq km. The 2011 Census counted about 1.12 million people.
The nodes fall into groups. In the north are Vashi, Nerul, CBD Belapur, Sanpada, Airoli, Ghansoli and Kopar Khairane. In the south are Ulwe and Dronagiri. Kharghar, Kamothe and New Panvel grew later, largely through private builders. Authority matters because CIDCO retained rights over open plots in the nodes, so a plot or flat may involve CIDCO, NMMC (civic services) or, in the Panvel area, the local civic body.
CIDCO also sells and builds housing directly. In 2026 it ran lotteries for economically weaker section homes in Taloja, Kalamboli, Kharghar and Ulwe, and a High Court proceeding deferred some categories of the larger draw. CIDCO's own booklet cites 67,000 homes under its Pradhan Mantri Awas Yojana programme.
Work and industry shape the city. Besides the Vashi APMC market and the port at Nhava Sheva, a Navi Mumbai special economic zone is planned across Dronagiri and Ulwe, and the Taloja industrial area lies at the south-eastern edge. The general reference describes the city as cleaner than most, ranking third in a cleanliness survey and fifth in the National Clean Air City list, though rankings change from year to year.
In practice, the northern nodes such as Vashi, Nerul and Belapur are the most established and have the oldest housing, while Kharghar, Ulwe and Kamothe are newer and still adding buildings and services. The distance to the nearest station, and whether a bus or auto is needed for the last stretch, makes a large difference to daily life here.
Connectivity
Rail and metro
The Harbour line reached Vashi and Nerul in the 1990s, and Panvel is the only mainline station. The Port line between Nerul and Uran opened in November 2018, and Uran station is described as its terminus. Navi Mumbai Metro Line 1 (Belapur to Pendhar, about 11.1 km, 11 stations) opened on 17 November 2023 and is operated by Maha Metro. Extensions to Taloja and a link to the airport (a Rs 5,575 crore expansion adding Lines 1A and 2) have been reported as approved, and Metro Line 12 has been re-tendered, but we found no reliable 2026 construction update.
Road and sea
The Mumbai Trans Harbour Link (Atal Setu), a roughly 22 km sea bridge, opened on 12 January 2024 and links South Mumbai with Chirle in southern Navi Mumbai. A study projected the Sewri-Chirle journey would fall from about 61 minutes to under 16, though a one-year review found traffic lower than forecast.
Air and port
Navi Mumbai International Airport, near Ulwe, was inaugurated on 8 October 2025 (phase 1) and began commercial flights on 25 December 2025 with IndiGo, Air India Express, Akasa Air and Star Air. At the start it ran limited hours and up to 24 departures a day. Jawaharlal Nehru Port at Nhava Sheva is described as India's second-largest container port.

Schools, colleges, hospitals and shopping
A general reference lists several engineering, medical and private institutions, including Pillai, Ramrao Adik and Fr. Conceicao Rodrigues institutes. Kokilaben Dhirubhai Ambani Hospital is in Kopar Khairane and UMC Hospitals is in Nerul. A planned 250-acre MediCity near the airport has been announced; we have no confirmation of its construction stage. The APMC wholesale market in Vashi and Turbhe is a major commercial centre.
Malls named in the reference include Raghuleela Mall in Vashi and Nexus Seawoods. The DY Patil Stadium in Nerul hosted the IPL finals in 2008 and 2010. We did not verify distances between specific homes and schools, so check commute and admission policies yourself.
Property market on ADiHomes
ADiHomes has no live listings or projects in Navi Mumbai yet (as of October 2026). We therefore show no prices, rates or appreciation figures. From the sources we read, housing here includes CIDCO-built flats and lotteries, plots and flats in CIDCO nodes, and private apartment towers in Kharghar, Kamothe, Ulwe and New Panvel built by developers registered with MahaRERA. We have no reliable count of projects.
When listings arrive, you will find them at new projects in Navi Mumbai and flats for sale in Navi Mumbai.
Civic matters
Water. The NMMC owns the Morbe Dam. In June 2026 its storage fell to 9.36 percent, and a 10 percent water cut and conservation measures followed. By early August storage had reached about 86 percent, and the NMMC and CIDCO said the cut would continue until the reservoir filled. Water supply issues persisted in parts of Kharghar. A pipeline leak near Bhokarpada also reduced pressure in NMMC and CIDCO areas on one occasion. CIDCO's Hetawane scheme is planned in four phases, targeted for June 2029 in a housing portal article that may be dated.
Air quality. Navi Mumbai is described in a general reference as less polluted than Mumbai, but residents of Kharghar and Taloja have complained about air quality linked to industrial units, and a CPCB report lists about 280 red-category industries in Navi Mumbai. If you consider Taloja or Kharghar, visit during evening and winter hours.
Approvals and stalled projects. MahaRERA issued show-cause notices to over 10,000 lapsed projects statewide in December 2024 and froze bank accounts of more than 1,950 stalled projects by January 2025; many are in the Mumbai region, but we did not find Navi Mumbai-specific figures. Check each project's status individually. We found no sourced Navi Mumbai flooding record to report.
Infrastructure underway or planned
- Airport expansion: phase 1 is operating; later phases are not confirmed in our sources.
- Metro links: approved expansion reported (Lines 1A and 2); Line 12 re-tendered; current status unverified.
- Water: Hetawane augmentation, reported target June 2029.
- Housing: CIDCO's PMAY programme of about 67,000 homes.
- MediCity and SEZ: announced in reference sources; progress not verified.
Two cautions apply to all infrastructure on this page. First, openings of metro corridors, airport phases and water schemes have slipped repeatedly in the region, and Navi Mumbai Metro Line 1 itself opened after roughly a decade of delay. Second, a project being approved is not the same as it being funded and under construction. When a broker or seller cites an upcoming link as a reason to buy, ask for the official notification or tender and the stated completion date, and treat any date as a target.
Pros and cons
Pros
- Planned layout with wide roads and open space.
- Rail, metro, sea link and a new airport.
- Large employment nodes such as the port, APMC and industrial areas.
Cons
- Water cuts in the dry months of 2026.
- Industrial air quality complaints near Taloja and Kharghar.
- Several infrastructure projects are still at approval stage.
Who it suits
Navi Mumbai suits families who want a planned, less crowded setting with access to Mumbai by train or the sea link, and people working near the port, airport, Vashi or Belapur. It may suit buyers looking for CIDCO-linked schemes. If your work is in the far north of Mumbai, test the commute first.
Pre-purchase checklist
- Search the project on the MahaRERA portal (maharera.maharashtra.gov.in) and note registration and completion date.
- Confirm who owns the land (CIDCO lease, NMMC area, or elsewhere) and ask for the lease or transfer documents.
- Check the occupation certificate status.
- Ask about water supply history and tanker use.
- Check the walking distance to the rail or metro station and the real commute at peak time.
- Verify title and any litigation with a lawyer, especially for CIDCO lottery resales.
