About Mumbai

Overview: where Mumbai is and who plans it

Mumbai is India's most populous city, with about 12.4 million people in the city proper at the 2011 Census and about 18.4 million in the wider Mumbai Metropolitan Region (MMR), which covers 4,355 sq km. The city itself spans about 603 sq km. It has two districts: Mumbai City, usually called the island city or South Mumbai (about 157 sq km), and Mumbai Suburban (about 446 sq km), which runs north through Andheri, Borivali and Kurla.

Home buyers deal with several authorities. The Brihanmumbai Municipal Corporation (BMC) runs civic services and approves building plans. The Mumbai Metropolitan Region Development Authority (MMRDA, set up in 1975) plans region-wide projects such as metro lines. The Maharashtra Housing and Area Development Authority (MHADA) handles cessed buildings, layouts and its own housing, and the Slum Rehabilitation Authority (SRA) oversees slum redevelopment. Redevelopment rules sit in the Development Control and Promotion Regulations 2034 (DCPR 2034).

Practically, people think of Mumbai in belts: South Mumbai and central areas such as Lower Parel, the western suburbs (Bandra, Andheri, Malad, Borivali), the eastern suburbs (Kurla, Ghatkopar, Mulund), and the harbour side towards Chembur. Each has very different housing stock, from old cessed buildings to towers.

Connectivity

Suburban rail

The suburban rail network is the city's backbone. A reference source puts the system at about 450.9 km with roughly 150 stations and about 6.2 million daily riders in 2022-23, though a 2026 news report cites higher figures near 9.3 million on a working morning, so numbers differ. The Western line runs about 124 km, the Central line runs from CST to Kalyan and beyond, and the Harbour line runs about 74 km. Crowding at peak hours is well documented.

Metro

According to Wikipedia (figures as of April 2026), operating Metro sections include Line 1 (Versova-Ghatkopar), Line 2A (Dahisar East to Andheri West), Line 7 (Dahisar East to Gundavali), Line 3 (Aqua, underground, Aarey JVLR to Cuffe Parade, completed in October 2025), and the first parts of Lines 2B and 9, which opened in April 2026. Most further sections carry December 2028 as an expected date. These are targets, so check MMRDA or MMRCL for what is actually running.

Roads, sea links and air

The Mumbai Trans Harbour Link (Atal Setu), about 21.8 km from Sewri to Chirle, opened in January 2024. A study projected travel time falling from about 61 minutes to under 16, though a one-year review found traffic below early forecasts. The Coastal Road from Marine Lines to Worli has been open since 2024; the northern extension is reported to be under construction, with completion targeted in 2028. Navi Mumbai International Airport started commercial flights on 25 December 2025, adding a second airport to the region. Check whether your route uses it.

Schools, colleges, hospitals and shopping

Mumbai has a deep institutional base. The city literacy rate at the 2011 Census was 89.73 percent. Directory sources name the University of Mumbai, IIT Bombay, SNDT Women's University and VJTI among well-known institutions. Seth GS Medical College (founded 1926) is linked with KEM Hospital, and Tata Memorial Hospital (origins in 1941) is a prominent cancer centre. Lilavati Hospital in Bandra West and Jaslok Hospital are among the leading private hospitals listed. We did not verify school lists; look at admission policies and distance to the specific school.

For shopping, directory sources list Phoenix Marketcity in Kurla, Palladium and High Street Phoenix in Lower Parel, and Inorbit Mall in Malad. Street markets include Colaba Causeway, Linking Road, Hill Road and Crawford Market. Mall details change; confirm before relying on them.

Property market on ADiHomes

ADiHomes has no live listings or projects in Mumbai yet (as of October 2026). We therefore show no prices, rates or appreciation figures. From the sources we read, the main housing types are old cessed buildings under MHADA's repair and reconstruction board, cluster and slum rehabilitation redevelopments under DCPR 2034 regulations 33(9) and 33(10), and new towers by private developers registered with MahaRERA. MHADA's cluster redevelopment of Kamathipura (about 943 cessed buildings across 34 acres) shows the scale of such projects.

A short guide to the redevelopment routes, as described in a legal explainer and a trade report: regulation 33(7) covers cessed buildings in the island city, 33(9) covers cluster redevelopment of old buildings, and 33(10) covers slum rehabilitation under the SRA. Sources differ on the exact floor-space-index figures and one source says the tenant consent threshold was lowered to 51 percent, which we could not confirm. Treat all of this as background and ask the developer for the approved plan and the consent documents for your specific building.

Because rules and floor-space limits change by amendment, do not rely on a general article, including this one, for the exact entitlement of a flat. The BMC's published DCPR 2034 text and the project's registration page are the right places to check.

When listings arrive, you will find them at new projects in Mumbai and flats for sale in Mumbai.

Civic matters

Water. Mumbai draws water from lakes and dams, including Tulsi, Vihar, Bhatsa, Tansa and the Vaitarna lakes. In 2026 a delayed monsoon pushed usable stock in June to below 11 percent and the BMC imposed a 10 percent water cut from 15 May and curbs on construction connections. Lake levels recovered in July and August, but the BMC said it would lift the cut only once stocks are adequate. A new Gargai dam project is reported to be years away. Ask any society about tanker dependence and supply timings.

Flooding. Monsoon waterlogging is recurring, and the 2005 floods killed hundreds. In 2026 the Mithi river rose after heavy rain and the BMC said it will seek funds for a flood-mitigation project covering about 300 to 350 vulnerable locations. Check ground-floor and low-lying homes carefully.

Air and noise. The BMC issued 28-point dust rules in late 2025, and more than 1,000 stop-work notices have been reported. Winter air quality can be poor. A 2016 report ranked Mumbai the noisiest Indian city.

Approvals and stalled projects. MahaRERA has ordered refunds and interest in delay cases, but it has stopped hearing complaints for projects in NCLT insolvency, and buyers must file claims with the resolution professional. Stalled projects exist, for example a Mulund project reported to have halted in 2015. Check a developer's track record.

Infrastructure underway or planned

  • Metro expansion: Lines 2B, 4, 4A, 5, 6, 9 and 12 have dates mostly between late 2026 and December 2028 in the Wikipedia table; targets change.
  • Coastal Road phase 2: about 26 km north of Worli; completion targeted for 2028.
  • Rail upgrade: a Rs 52,000 crore plan for the suburban network was reported in March 2026.
  • Flood mitigation: detailed project report with IIT Bombay support, not yet built.
  • Sewage upgrades: reported as unlikely before 2028.

Pros and cons

Pros

  • The widest job market in India and a dense rail and metro network.
  • Strong schools, colleges and hospitals.
  • Large pipeline of metro and road projects.

Cons

  • Crowded trains and roads, and long commutes.
  • Monsoon flooding, water cuts in dry years and winter pollution.
  • Complex redevelopment rules and stalled projects.

Who it suits

Mumbai suits professionals who need its job market, families who value top schools and hospitals, and buyers who accept long commutes or can live near a rail or metro station. It is harder for buyers who need low density or very low monthly outgoings.

Pre-purchase checklist

  • Search the project on the MahaRERA portal (maharera.maharashtra.gov.in) and read the registration, litigation and completion date.
  • For redevelopment, confirm which DCPR route (MHADA, cluster, SRA) applies and that tenant consents and approvals are in place.
  • Check the commencement and occupation certificate status with the BMC.
  • Ask for water supply history, flooding history and tanker use.
  • Walk the commute to the nearest station at peak hour.
  • Have a lawyer verify title, society formation and any NCLT or court case against the developer.
